The Irish Compensation Bill.

A cable despatch of Aug. 2 contains the following : Lord Cairns, in a studiously calm speech, in the House of Lords this evening, picked the principle of the com- pensation bill to pieces, saying that while it was intended to benefit the tenant it would leave him in a worse position than before. Lord Sellorne, Lord High Chan- cellor, in a long speech vigorously support- ed the bill. Earl Granville, Foreign See- retary, said he did not deny if the bill was rejected the Government wonld be con- fronted with great responsibility as to what course to adopt, but that fact cannot re- lieve the House of a very grave responsi- bility. When the vote was reached the bill was rejected by 282 to 51. Lord Bea- constied, in opposition to the bill, made a violent attack on the Radicals. Among the Liberals who voted against the Govern- ment were Viscount Sherbrooke, (Mr. Rebert Lowe,) Lord Stratheden, Karl ol Camperdown and 60 or 70 others. The minority were exclusively Liberals.

There is still much anxiety about the harvest. In England heavy sterms have done much injury to the grain crops in sev eral large districts; still the calculation 1s that the crops will, on the whole, be much better than last year. The accounts from France are favorable. The yield of wheat and of corn in the United States will be the greatest ever known, although in some districts the yield will be below the average. In Canada the wheat it not as good a crop as was expected. In some districts the winter crop failed; in others the spring wheat is much injured by rust. Still thore will be a considerable surplus for exporta- tion, it is thought, and other crops promise well. In the Lower Provinces we have had a number of severe storms during the past fortnight, and much rain. In some dis- tricts the hay has been seriously injured. Othe’ crops look well and will yield abund- antly if the weather changes soon fer the better. — Freeman.

Temperance in England.

Says a London correspondent :—Among the troublesome problems that the British Parliament has to deal with is the Temper- ance question. Heretofore the temperance party have not been able to make much show m that body, but the present House ef Commons has a decided majority in favor of repressive laws, and the London Times, which has in the past opposed legis- lation of this kind, now says that * the demand for legislative change in reference to the liquor traffic has become now so gen- eral that we must make up our minds te whatever experiments may be needed to satisfy it.” Atthe same time the Times repeats its conviction that the agitation is unnecessary, says that ‘‘every class is re. forming itself as fast as it can,” and asserts ‘*that drunkenness is no longer a pre- vailing vice in the upper and middle class- es, and that the habit lingers only in the lower grades.” While the temper- ance ‘advocates are net in harmony on many points, they generally agree on the adoption of a form of local option law mainly the same as that adepted in some of the cities of the United States. One of the devices to induce tempertnce and to keep the poor of London sober, and at the same time merry, is now in progress of re- alizing itself in substantial brick and mor- tar. A ‘‘ Coffee Music Palace” is being built adjoining the old Victoria Theatre, on Waterloo Bridge road, where music and temperance drinks are ?o be dispensed at a very cheap rate, while the theatre itself, the old uproarous *‘ Vic” is to be connected with it and remodelled as a chaste variety hall. This is undoubtedly a move in the right direction,for in no city do we know of fewer aimusements for the poor than in London. We have Philharmonic and New Philharmonic Concerts, the concerts of the
