Vast Change In World's Oil Siiuaiion

The world oil situation has so changed in the last year that the question of Iranian productionhas passed almost entirely from the economic into the political field.

when Iran nationalised her British-operated fields last May there were fears of A world short- age. The industry adopted emer- gency measures for distribution. Now new production elsewhere hasi taken up the slack. although in- creases in demand are not fully met.

off negotiations with Western in- terests seeking a solution to Iran's quarrel with Britain, Prunler Mossadegh faces a changed situat- ion. The west is demonstrating that it can do without Iran better than Iran can do without its mar- kets. In this latest development. rep- resentatives of the World Bank sought to establish interim oper- ation of the wells pending some later agreement between Britain and Iran. It wanted to use the British technicians who know the the operation. Mossadegh said he'd have no return to Britons.

The bank was willing to let Iran have part of the oil for re- sale at pegged prices. Mossadegh apparently wanted the right to cut prices. thereby helping Iran establish her own markets as a weapon in future negotiations. The bank said no. .

So the negotiations collapsed.

Now the big questions are how long Mosndegh will last as prem- ier with revenue from the fields indefinitely postponed. and wheth- er Iran is headed for political chaos and a possible Communist coup.

Britain has believed all the time that when the pinch became great enough, Mossadegh would be ousted and Iran would bargain. 'Ilhe United States has hoped that an agreement could be reached on a better basis.

The failure of the World Bank negotiations will hardly mean that the U. S. effort will be drop- ped. some new proposal will prob- ably follow return of the bank's representatives to Washington. if so, it must come quickly. for all the political and economic signs point to an early crisis in Iran.
