Mr. Macquarrie's Speech

An outstanding address was made by Mr. lleath llacuunrric, MP. at the liuiled Nations .\ssctnhl_\' in denouncing the Soviet record of

tyranny and Soviet hypocrisy in talking about the “sins” of \l'cstcrn he

colonial powers. There are. as said. about 96,000,000 people under Soviet rule who have never been permitted to exercise the. right of self-determination. Since 1030 .\|os- cow has inCorporated more than 260,000 square miles of additional territory with a population of 22,— 000,000 who have had no choice but to accept Communist rulc. As against this record, more than 840.- 000,000 persons in fourty-t‘our coun- tries have won independence since 1939 outside the Iron Curtain.

Mr. Macquarrie's address was a follow-up to the one delivered in 1960 on this issue at the linited Nations bv Prime Minister lliot'ett~ baker. and was so impressive as to cause the British delegate. Sir Patrick Dean, to cross the assembly floor to extend congratulations to the speaker.

The occasion of Mr. rie’s remarks was to indicate Can- Ida’c support of the declaration on colonialism approved by the assent- bly in 1960 and the committee of 17 established last year to hold debates on how the declaration was being effected. His point. was that the Soviet Union was using the, commit- tee as a Iaunchint.r pad for propa- ganda attacks on the West.

It is said that the office is Hot, sought after as much now as it used to be. The chief reason is the dis- parity between the expense and the itlcotllc. Then. too, the nature of the office has changed over the years. Sir John A. Macdouald and Sir Wilfrid Lauricr regarded it as ollc of political and constitutional importance. Canada's Attitude

liy all accounts. Hon. l‘aul Mar- tin, Liberal member for Essex East, made a fine job of presenting some basic truths about Canadian-United States relationships when be ad- dressed an audience last week at Union College, Nebraska. He clear- ed up a good deal of the “mystery” of why (‘anada had not, done a more (‘o-operative job with the Un- ited States during the Cuban crisis.

The United States, Mr. Martin emphasied, did not consult her al- lies over the blockade. He added that the probable reason was that there was not sufficient time to do this. “However,” he went on, “we would hope that such situations could be kept at a minimum. As your friends and neighbors we will support you when security and the defense of freedom is involved but we should know beforehand what we are sup- porting so that we can give our wholehearted support not. only to the objectives but to the means.”

There is need for a reassessment of the whole situation by Washing- ton in this respect. Need, too, of con- vincing United States allies that the Cuban incident. will not create a bad example. President Kennedy in this case was justified in going to the brink of war, but it does not mean, in consequence, that he must always use the language of force; certainly not that llf‘. can assume the responsibility of doing so for the free world.

Means of’speedier consultation between the Western powers must be devised in meeting emergencies of this kind. if there is to be the co- operation and support that Wash- ington expects. If Mr. Martin suc- ceeded in making this point at his Nebraska meeting, it may help It good deal in preventing further misunderstandings.

EDITORIAL NOTE

While Washington recognizes the threat that bombers still pose as of- fensive weapons in Cuba, and has insisted on their removal, it is inter- esting to note that this type of plane in no longer in production in the Un- ited States. It still has. of course, a big supply on hand, constituting the muse powerful striking force in history. They can reach out 500 to 1,000 miles to destroy targets while the plane remains I safe diItInce from enemy fighter planes and anti- air craft rockets.
