The appointment of Professor Frank Mac- Kinnon, M. A., to the Principalship of Prince of Wales College in succession to Dr. G. D. Steel 1s recorded in today's news columns. While it is a matter of general regret that Dr. Steel has decided to terminate his long career with this institution, there will be wide appreciation of the choice made by the Provincial Government of his successor. It was not an easy choice to make, and it was evidently based, not only on Professor Ma:Kinnon's outstanding qualifications in the fields of political science and history, but also on the fact that he is a native lslander with a keen interest in our welfare educationally.

lt is to be hoped that he will find the time to continue his historical researches, for which he has already earned a wide and scholarly reputa- tron.

While relinquishing his duties at Prince of Wales, Dr. Steel will still be active in church and community affairs and will, we trust, enjoy his well-earned leisure in health and strength for many years to corne. His contribution to the interests of higher education in this Province has been outstanding, and the thousands of students who have passed through his hands will always remember him with affection and esteem.

in The Forefront

The election of Dr. H. H. Hannam as presi- dent of the international Federation of Agricul- tural Producers is one which will give Canada ad- ditional influence in world agriculture. As the Ottawa Citizen remarks, Dr. Hannam, who also heads the Canadian Federation of Agriculture, now has an almost unlimited opportunity to place Canadian views on marketing before a number of governments.

The Canadian proposal at the Guelph con- ference of the l. F. A. P. was that where sur- pluses appeared in some countries and food shortages existed in other lands unable to pay the full market price for imported food, special arrangements should be made to bridge the gap. The importers would be offered the food at half its market value. A world fund would be set up, to which all interested countries would contrib- ute; this would pay tha other half of the cost. The plan is known as the special action program,- and its great advantage is that it could be put intoeffect fairly rapidly. lt is already being pre- sented to the Food and Agricultural Organization of the United Nations, meeting in Paris.

The plan has its disadvantages; importing countries not party to it might think themselves discriminated against. But with normal marketing methods as disrupted as they are today it repre- sents a practical scheme by which the world can distribute surpluses that accumulate in one coun- try to nations that are hungry. lt is, in reality, a world extension of the price support program adopted on a national basis in countries such as Canada and the United States.

‘totalitarian Nightmare

The New York Times Book Review gives an arresting summary of a new novel by George Or- well, an English writer, entitled "Nineteen Eigh- ty-Four". The book is described as an expression of the author's moral and intellectual indigna- tion before the concept of totalitarianism, and it appears also to be intended as a satire on some aspects of present-day British socialism.

The world of i984 as pictured by Mr. Or- well has been divided into three great super- states-Eastasia, Eurasia, and Oceania. Eurasia followed upon "the absorption of Europe by Russia," and Oceania, "of the British Empire by the United States." England is known as Air- strip One, and London is its capital. The Eng- fish language is being transformed into some- thing called Newspeak, a devastating bureaucra- tic jargon whose aim is to reduce the vocabul- ary to the minimum number of words so that ultimately there will be no tools for thinking outside the concepts provided by the state. All ‘the literary classics of the past, together with all historical documents, are in the process of being "translated" into the new language, lest the future be led to believe that there was some past before this gruesome, self-perpetuating present.

Oceania is controlled by the Inner Party. The Party itsc\‘f comprises 25 percent of the popula- tion, and only the select members of the‘ Inner Party do not live in total slavery. The bulk of the population is composed of the "proles", a depraved moss encouraged in a gross, inexpen- sive debauchery. Party members cannot escape official opinion or official observation, for every room is equipped with a telescreon that cannot be shut off; it not only broad asts at all hours, but it also registers precisely with tho Thought Police every image and voice; -it also controls all the activities that keep the private life pub- lic, such or morning calesthenics beside one’: bod. lt is the perpetually open eye and mouth.

struction of the individual identity. lt is a ter- rifying picture, all the more so because it is already being realized in its fundamental con- cepts over large sections of the globe.

Complaints made openly have a way call- ing attention to the favorable as well as the un- fortunate side of things. Recent letters to the editor and the reply of the P.E.l. Tuberculosis League indicate both the difficulties under which the mobile- X-ray unit operates and the remarkable coverage of the island which it achieves.

I l O l American press comment to the effect that the new air agreement is more favorable to Canada than to the United States seems to re- flect the protectionist attitude which is now sup- posed to be on the way out. The ending of a 23- year old monopoly on the New York-Montreal flight is one of the chief concessions pointed to. i I

Berliners and other Germans are no longer passive under outside domination. The resistance in Dusseldorf to the dismantling of oil plants under British control shows how much they have been heartened by differences between the conquerors.

The shut-down of Massey-Harris in Toronto has drawn the attention of the Ottawa Journal to the consequences of lower food prices so de- sired by urban consumers. Dr. the Hon. W. J. P. MacMillan, O.B.E., should create a great impression on Newfound- londers fortunate to hear his views an the politi- cal situation. He is probably the best informed politician we have produced, in many years, and as an opposition critic has no superior. We are so accustomed to hearing the Doctor that we are apt to undervalue the asset we have in him as a constitutionalist, one always ready and will- ing to espouse the cause that needs assisfance and the wrongs that need resistance. He will be a fresh voice in the Newfoundland political field, and his oratory should have telling effect.

Mr. P. D. MacArthur, the distinguished farmer and politician frorn Quebec who has been addressing meetings here, has every anticipation that his province will go Conservative on the 27th. The Duplessis government wields great in- fluence in Quebec, and it is working in with the Conservative party. Another politician here on a visit anticipates there will be from 25 to 35, Conservatives elected in Quebec.

Among the anniversaries being celebrated this month, not the least in importance is that of The Victoria Daily Times, B. C., under the di- rection of Mr. Harry P. Hodges, editor-in-chief. On Thursday, June 9 it observed its sixty-fifth birthday. ln its initial issue in i884 its leading editorial hoped "The Times" would be welcomed into every family, as_it will contain much that must prove interesting and useful in every home, where the higher and more practical life-educa- tion is instilled into the minds of the youth, and which they cannot secure in schools and col- leges." In its anniversary issue The Times hopes that "it will continue to be welcomed into every family as Victoria's Home. Newspaper."

A TYPHUS EPIDEMIIC

From a letter by the Hon. Charles Young, chairman of the Central Board of Health, Charlot- tetown, to Lieutenant Governor Sir Donald Campbell, Feb. 4, 1848:

“The Board deems it necessary to call Your Exceilencys attention to some of the facts that led to the occupation of the Lunatic Asy- lurn and House of Industry as an Infirmary for patients infected with typhus. When the barque Lady Constable arrived in this Port in May last, having fever patients on board. the former Board of Health finding that the Hospital was to- tally unfit for their reception, up- plied ta the lute Lieutenant Gov- ernor ‘(Sir Henry Vere Huntley) in Council for a part of the Lunatic Asylum. to be appropriated for the reception of fever patients. His Excellency, in Council. referred the Board to the Trustees of the Asy- lum. Wlw. 0t! the 7th June last, pas- sed resolutions to the effect that they could not recognize the right of the Lieutenant Governor in Council, to appropriate the Lunatic Asylum as an hospital. or for any other purpose, lnd that it was their opinion that they were precluded b)'_ the Act from appropriating the building to any other purpose than the Act contemplated; but added, that if theyExecutive should per- sist 1n requiring tn..- building a. an hospital, they would then deem 1t to be their duty to discharge the officers and inmates, nnd surrender the building to the Government, to use as it should think fit.

“That these facts having been be. in Council,

acted upon the resolution of the trustees of the Asylum: and with that humanity that characterized proceedings, he caused those of the sick emigrants who remained in the old Hospital to be transferred to the Asylum, where only a few deaths took place under the efficient management of Dr. Hobkirk] and the remainder gradually became convalescent, and were discharged. . .. "The Board need scarcely remind Your Excellency of its almost total helplessness, should emigrants ar- rive ln the ensuing Spring. infected with fever or any other contagious disorder, on account of the want of any proper place for their reception. By a resolution of the Board, pas- sed on the 2nd August inst, it was suggested to the Executive as l0 the propriety of selling the old Hospital, and the lot of innd where- on it is built. and to apply the pro- ceeds towards the erection of"|sn Hospital in a more suitable situa- tion. which resolution was com- municated by the chairman to Mr. Havlluncl on the following day. "That the said lot of land and Hospital have been sold in accord- ance with the foregoing suggestion, ns the Board have understood. But. the Board have heard of no mea- sures that huve yet been adopted for the procuring of a sufficient site, or for the erection of a Laza- retto for this Port. The Board are of opinion that, had there been a building ready for the reception of the sick emigrants from the bnrque Lady Constable. and suit- nbie for the ordinary wants of the Port, very much of the distress that afterwards ensued would have been prevented, few or no lives would have been lost, much expense would have been saved. and the infec- tion would have not extended be- yond the proof-net's o.f the I-loIPll-ll-

Statistics annexed to the above letter show that of the 53 patients lifted in m Guam-tine Romul- Charlottetown,‘ at this period.:12 died. There were Jlfllt "deaths among the 88 favor patients crested in the Asylum.

Mr. Drew has performed n val- uable pubilc service by drawing at- tention to the language used by Premier Smullwood of Newfound- land while supporting Greg Power, Liberal candidate in St. John's West, on a public platform. Mr. Smaiiwood has been summoned to appear in court to answer charges made under the Dominion Election Act. He insists that the intimidat- ing words complained of were spok- en in a banterlng manner. It will be for the court to decide whether or not. this is so, but banter or not, they are not words that should be used on a political platform. What- ever the outcome of the charges, it will be a useful lesson to Mr. Smeilwood and others to know that the Election Act must be respected.

Too often it is not respected, as voters are weii aware in this city. It is full of safe-guards for the vot- ers and for the democratic process. These are seldom invoked and, when invoked, us we know here in connection with electoral corrup- tion charges, are rarely carried through the courts. The general attitude once the heat of election dies down. is one of forgive and forget. This is understandable. It is human. But. pursued too fer it brings the law into dlerepute. It is useful to be given as sharp u re- minder as is now offered by the

Newfoundland case that the law is there for a purpose. That purpose is to ensure that elections result. in a free expression of public opinion.

The whole of what Mr. Small- woad is reported to have said is reprehensible. It offers a bribe to

Mr. Smuilwood is reported to have sold: "I'm sitting right on top of the pubiio chest and not one red cent wlil come out. of it for Ferryinnci (the district in which he spoke) unless Greg Power is elected.”

This presents a view of office and power that we hope Mr. Smaliwood does not hold. If anyone sits on the public chest in Newfoundland it is the legislature, not Mr. Smallwood. We are not so naive as tb forget that there is such a thing as pat- ronage. It plagues the whole coun- try. Its use to influence the voters ls not unknown hut w; can recall no other instance in which rs politi- cal leader has proclaimed pro- prietorship of public funds und‘the intention to bind and loose as he sees fit. "

Mr. Smaliwood has laid himself open to a fine of $2,000 and two years’ imprisonment at hard labor. Even his eccuseyrs, if he is found guilty, will not exact the full pen- uity. It will be useful, however, to establish that even provincial pre- miers are not above the law.
