Loxpox, Sept. 30.—The visit of the kiog of the Belgiansto France, which at first was suppored by the Paris news- papers to be merely one of pleasure, is now known to relate to the Congo state. King Leopold hae bad several conferences with M. Hanotaux, French minister of for- eign aifairs, and also with the chief of the foreign cabinet. The French papers state that the king offered to sell the Congo state out aud ont to France. They seem to be ignorant of the fact that he ‘was in London before going to Pari:, and was ne- gotiating here on the same subject. It is the general opinion that Leopold is trying to arrange for the sale of the Congo state on the basis of a division of territory be- tween France and Germany and England. I: is a complicated affair. Belgium in 1890 granted to the Congo state a loan of £1,006,000, without interest, with power to annex the state at the eXpiration of ten years, Then, France, if the =tate is ever offered for sale, has the right of pre-emp- tioo, King Leopold is much harassed both in a monetary and in a political way. He wants the affairs of the Congo state wound up summarily. He does not seem to care whether he stira up feuds between France and Eogland and Germany. He only wants to get out.

RACES AT GEORGETOWN, In the third heat of the free-for-all Lawn- dominic took the lead at the first turn, passing Hatasn, which held first position io that point. Billie McKie also gave Hatasu the go-by about the same time, Hatasu soon regained second place, how- ever, and held that position to the finish. Lawndominic finished a wiuner by four or five lengths. Billie McKie was about a length behind Hatasu. Time, 2.37}. The tourth heat was also won by Lawn- dominic, with Hatasu second, and Billie McKie third.
