Mr. McQuaid’s Explanation

Provincial Treasurer McQuaid has been prompt to avail himself ef our suggestion that he explain the discrepancy between his 1961 surplus report of $70,591 (the word “report” was his, not ours) and the true surplus of $28,061 which he an- nounced this week. It was just a matter of underestimating revenue and expenditure, as we suspected; but it was well to have the matter clarified. Better, indeed, had he clarified it in the first place when he spoke of the surplus on Tuesday. At that time he ignored his 1961 statement and referred only to his previous estimate of a $4,557 surplus.

Perhaps, in his forthcoming bud- get delivery, Mr. McQuaid will re- frain from using the misleading phraseology he employed last year in stating that “we are now able to report a balanced budget and a sur- plus, not of $4,557 as anticipated but rather of $70,591.” He even went on ‘to talk about how “this surplus of $70,591 was achieved without the curtailment of a single public service.” As it happened, in the figures he gave with such assur- ance on that occasion he was fur- ther out than in the estimate he had given a year before, in his 1960 budget speech.

However, as we stated yester- day, an overall surplus is a fine achievement, whatever the figures may be. Unless the Opposition can show that it was improperly made up, or made at the expense of necessary services, one of two things, if not both, will have to be eonceded: either that the Govern- ment has shown exceptional ability in financing, or that Ottawa has been exceptionally generous in com- ing to our assistance.

Some years ago it was regard- ed as an achievement to produce a surplus even on current account. This time it purports to be on both current and capital account, mean- ing that we are no longer running into debt but getting gradually out of it. It will still be a long haul. The Publie Accounts show debt charges Jast year of $2,232,508—enough to finance all the ordinary expendi- tures of the Province not so many years ago. If we can cut down on these ruinous debt charges from year to year, it will make more money available for other purposes.

This year, we note, New Bruns- wick has had to budget for a deficit nearly four million dollars—the irst deficit in provincial estimates in about 25 years. Of course, that province has embarked on a big Program of increased productivity, which will more than justify the @ost. We have fewer sources of potential wealth, and more need to tread warily.

Un- less unforseen difficulties occur at the outset of the meeting, he ex- pects to join the other foreign min- ieters in making a policy statement on Canada’s position. While many new elements have crept into the disarmament problem in recent Weeks, Canada’s position remains _@ssentially unchanged since 1958 “when the government expressed its readiness to engage in reciprocal ar- rangements for controlled disarma-

holds, though Rusefa has shows no signs of being interested in it.

Nor is it likely that the funda- mental issue dividing Russia and the West will be reconciled at this Geneva meeting. The West remains insistent that a broad disarmament agreement must be fully supervised ; inspection and disarmament must be parallel. The Russians still pro- pose disarmament first, with in- spection later. But negotiations on the details of an inspection system could be stalled for years if one or another party to the disarmament agreement wished to delay matters. From the West’s viewpoint, this proposal is wholly unsatisfactory.

Yet it is hoped that a degree of compromise can be achieved at Geneva on this occasion. Judging by reports from London, the West is willing to reduce considerably the amount of inspection it originally had in mind for the supervision of a nuclear test ban. Further, it wants

| to link a nuclear test ban with the

reduction of existing weapons stock- piles. It remains to be seen whether the Russians are prepared to accept even a limited form of inspection, to be started concurrently with a reduction of armaments.

Recent statements by Mr. Dief- enbaker and Mr. Green have indicat- ed that the Canadian government is banking on some concrete develop-

ments at this ti hing, perhaps, which would relieve the situation so far as its own nuclear dilemma is concerned. And Prime Minister Harold Macmillan has been equally optimistic in referring to the prospects of a treaty banning nuclear tests. Not France, however. The French government has an- nounced that it will not send repre- sentatives to the Geneva conference, as it does not think the atmos- phere likely to bring about even a partial solution to the problem. One can only wait and see.

Project Mohole

Flushed with a victory in space, the United States has turned some attention to a project in the op- posite direction of drilling a six- mile hole in the earth’s crust. Ac- cording to a Washington dispatch, the National Science Foundation has announced plans to negotiate a con- tract to start final work on this project—Project Mohole, as it has been termed.

Mohole is described as “man’s greatest single geological project” and will involve drilling the earth’s crust to the denser mantle below, to learn more about properties of both. The mantle, an estimated 1,800 miles thick, is made up of rock heavier and harder than that in the up to 15-mile thick crust. A foundation spokesman says it will be at least a year before the project begins, at an estimated coat of from $35,000,000 to $50,000,000.

It will take three to seven years to lower a drill pipe through water more than three miles deep and penetrate possibly three miles of rock. The feasibility of sinking through such ocean depth and into the earth’s crust was demonstrated last year off La Jolla, California, and off Guadalupe Island near Mexico. At La Jolla, the drill reach- ec 1,035 feet beneath the ocean floor.

Because of the noteworthy scientific results of those experi- ments the foundation allied groups decided to reach the “mohorovicie discontinuity’—or “moho”—the boundary between the crust and the mantle. An ocean site—still undeter- mined—is planned because the mantle is closest to the earth’s sur- face under the deep ocean, where the crust averages only five miles thick.

It will be a wonderful operation, but not so spectacular as orbiting the earth with a Colonel Glenn.
