Negative Reaction
Despite U.S.-Ambassador Gold- berg’s constructive proposals for a negotiated end to the Viet Nam con- ‘flict—and-despite speculation at the ‘United Nations and elsewhere that the time might be ripe for a new trv at peace negotiations—there. has not been the slightest. hint--of. a change in Hanoi’s position, as discern- in Hong. Kong, a key listening. post for North Vietnam. While Hanoi has sometimes showed itself a bit more compromising than Peking, the North Vietnamese seem to be in tune with _ the Chinese on the subject. © - Deeply involved in a war it can no longer win.outright and battered by air raids, North Vietnam would. seem to have good reason for seek- ing: peace. But the Hanoi regime is so heavily committed to victory in the South that it cannot effectively — reduce its commitment without weak- ening the Viet Cong in terms of mor- ale and material strength. According- ly. a phased withdrawal of troops in return for an end to U.S. bombing would seem out of the question unless Communist gains in the south are to be sacrificed.

The current monthly letter of the Canadian Imperial Bank of Com- merce is devoted to an account of Expo. 67, the six-month Centennial event-in-Montreal,-which-has-an.-ob- jective in total attendance of 30 mil- lion paid admissions, and memiena | business which may range up to $2 -billion. Since the bank letter was pre- pared, the attendance forecast has actually been boosted\to 35 million. What-is interesting in connection with this announcement {s that it is the foreign commissioners-general ‘who believe that Expo is being too conservative in its forecast of attend- ance. The men who were intimately associated with the last first-category exhibition—in Brussels, ifi 1958—are firmly convinced, for example, that 40 million visits will be aimed at by next year. Expo hasn't reached that figure yet in its predictions; but the’ upswing now announced certainly would appear to suggest a trend.
