9. That it is expedient to provide that all or any of the articles mentioned in the next preceding resolution, when the growth and produce of the United States of America, may be imported into Canada free of duty, upon proclamation by the Governor in acil, whenever satisfactory arrangements can be made with the United States for the impor- tation of the like articles free of duty into the United States. :

10. That it is expedient to provide that the following articles shall be prohibited to be imported under a ay of two hundred dollars, together with the forfeiture of the parcel or package of goods in which the same may be found, viz:

Books, Drawings, Pain\ings and Prints of an immoral or indecent character, coin, base and counterfeit.

1l. That it is expedient to provide, that the following articles, when exported trom the Province of Cntario or of Quebec, shall be subject to the export duties hereiaafter mentioned, that is to say:

EXPORT DUTY FROM THE PROVINCE OF ONTARIO OR OF QUEBEC. That it is expediedt to provide that the substitution of the several duties mentioned in the preceding resolutions for those now ia force, shall take effect immediately.

The following are the provisions of the Act imposing an excise duty on articles manufactured in the Dominion.

1. That it is expedient to repeal the several Acts in force in the Provinces comprising the Dominion of Canada, imposing or providing for the collection of duties of excise, on Spirits, Beer, Tobacco and on goods manufactured in bond out of dutiable articles, or otherwise subject to duties of excise in any of the said Provinces, and to substitute other duties and provisions common to the whole Dominion.

2. That it is expedient to impose, on Spirits manufactured in Canada, a duty of excise of sixty cents for every wine gallon of euch Spirits of the strength of proof, and so in proportion for any greater or less strength than the strength of proof or for any greater or less quantity than a gallon.

3. That it is expedient to im on Malt manufactured or made in Canada, a duty of excise of one cent for every pound weight.

4. That it is expedient to impose on fer- mented bevereges made in imitation of beer or of malt liquor, and brewed in whole or in part from any other substance than malt manufactured or made in Canada, a duty of excise of three cents and a quarter for every wine gallon.

5. That itis aeons to im on Tobacco manufactured in Canada, the following duties of Excise, viz :

On Cavendish Tobacco, Snuff, and on manu- factured Tobacco of all kinde, except Cigars, and common Canada Twist, forevery pound weight, ten cents ;

On Common Canada Twist, otherwise known as Tebac blanc en Torguette, being the unpressed leaf rolled or twisted, and made from raw Tobacco the growth of Canada, for every pound weight, or less quantity than a pound weight, five cents;

On Cigars per thousand according to the value thoreuf as hereunder, viz:

Governor General in Couneil to authorize the manufacuture in bond of geods manufac- tured wholly or in part out of articles subject to duties of Custome or excise, and to impose on goods so manufactured duties of Excise equal to the duties of Customs to which they would be subject if imported from Great Britain and entered for Consumption in Canada, and to provide that whenever any article not the manufacture of Canada, u which a duty of excise would be levied if manufactured in Canada and taken into a bonded Manufactory the difference between the duty of excise to which it would be liable if manufactured in Canada, and the Custome daty on such articles if imported and entered for consumption shall be paid when it is taken into the Bonded Manufactory.

7. That st 1s expedient tu provide, that the duties of excise mentioned in the preceding resolutions shall be imposed and payable (instead of the present duties of excise) om ail goods maufactured or made or taken out of warehouse for consumption, on or after the dayof , and oa all malt manufac- tured or made before the said day ; and that no duty of excise shall be om on beer made on or after the said day wholly from malt on which a duty of excise has been paid or is payable, @ duty of excise of three cents
