Resolved. therefore. that all who had settled on such lands within the last eight years. should have the same privileges and indulgence: extended to them as were pro- vided for settlers on wilderness lands under the bill under consideration; and that all such settlers should have credit for an amounts they have heretofore paid toward their insla mcnts.

In submitting said Resolution. Mr Prowse stated that the Cunard property was purchased at a high price

This salary has hitherto been paid out of the Imperial Treasury. The Home Government has lately. we un- derstand. through its Colonial Minister. signified Its in- tcntlou of discontinuing the grant. and of requiring the local Government to multc the Governor's salary a per- manent charge on the general revenue of the Colony. It. does not. at first sight, we confess. appear unreason- able to require a colony. enjoying the protection of the Mother Country, to defray. out of its own resources, all the expenses of its local government. But the situation of this Colony is an exceptional one. No other British dependency, that we knew of. has met with similar treatment at the hands of the Parent Country. When Responsible Government. with its burdens as well as its privileges. was extended to the stator Colonies. the Crown Lands. with much other public property. were handed over by the Imperlal authorities to' their several Govcrltlnento. Those lands were of great extent, and that property of considerable value. They were a per- manent source of wealth to the inhabitants of those Colonies, and of revenue to their respective Govern- ments. But the Imperial Government had put it out of its power to confer any such favor on the inhabitants and the Government of Prince Edward Island. It had,

nearly a hundred years before. with reckless improvi- deitcc, granted the whole of its soil to a few private in. dividnals. All that It had remaining to give poor Prince Edward island. when the burden of Its Civil List was thrust upon it. was a paltry revenue. not sutllelcnt ‘n amount to pay the salary of its Lieutenant Governor. With the exception of two or three thousand acres of very indifferent land in remote parts of the country, the whole of the wilderness. and the creator part of the. cul- tivated and semi-cultivated lands of the Colony were In the hands of it few Proprietors. the great majority oftllcm absentees. who evinced not the slightest Interest in the welfare of the island. Hogan. whose works of art torda stand unrivalled. among which are monuments one to the lavatory of Dr. 1):er and O‘Connell. and his “Dead Christ " in the Roman Catholic Cathedral of St. John's. N. 1". The monument to thememery of Dr. Hogan will be executed by Mr. J. H. Morph . of this city. who has generously contributed forty d’bllars towards the object. It will be quite an ornament when finished. and a handsome tribute to the memory of one who had by the geniality of his nature. and his gentlemailly dc. pertinent. endeared lIIIIIat'li to a largo portion of our fellow-citizens, and cmbalmed himself in their memory.
