The reason was not negligence or lack of interest on the part of governments since that time. Those recommendations were not implemented 'r se of lack of funds.

BUSINESS INTERESTS

"During the past year it was gratifying to note that the needs of higher education have been re- cognized at the national level. by both government and business. Last Septembe a meeting of over one hundred of Canada's leading business men gathered at a na- tional conference at St. Andrew's N.B. to discuss enginee ing. scienti- fic and technical manpower.

"Expansion and progress of the large industrial concerns which they represented depend upon get- ting sufficient suitably trained Young men and women from our universities. Accordingly these top ranking business men. believing that assistance to higher education is a sound business expenditure. took the first active steps on a national scale to help finance it.

"Eventually as a result of this initial conference. industry may contribute millions of business dol- lars, with a view to increasing the skilled manpower which only high- er educational institutions can pro- vide. Since this meeting. the International Nickel Co. of Canada has become one of the first busi- ness giants to offer direct financial aid to degree granting universities.

"International Nickel is also , ing summer courses for high school teachers at Queens University, at a cost of 3200 per teacher, plus all fees for the cours- es. Similarly. I have also noticed recently where DuPont of Canada Ltd. will this year offer l5 grants of 31.700 each to be used for schol- arships for prospective secondary school ience teachers.

"This programme is carried on in co-operation with ten Canadian Universities.

"Only a few weeks ago. when Mr. Ptckcrsgill discovered a whole University almost intact with teachers and students among the Hungarian refugees. a large Brit- ish Columbia Lumber Company of- fered to sponsor its refounding in this country. These. and similar developments. are significant of the increased interest in higher education by Canadian Business. SMALL PERCENTAGE

The President of Manitoba University recently noted that roughly 20 per cent of the students in Canada finish high school which means completion of junior mat- riculation. In this province the per- centage would only be about 10 per cent.

Mr. Frank Bell, Searletown, had a harrowing experience on Friday night. February 15th. On retum- ing to his home in Borden. where he works on the Abegweit. he got stuck in the snow and had to abandon his car. Owing to the heavy drift he lost his way. lost his cap and glasses and wandered into a woods where he had to re- main for the night. He arrived home the next day badly chilled and exhausted. After remaining at home for a day or two he was able to go back to work.

"He expects to finish his studies this year for a Ph.D degree. He has been with us at the summer school for the past two years and we hope to have him permanently on our staff after graduation. "The students who are taking normal training at St. Dunstan's would be unlikely to take it at the provincial normal school. St. Dun- stan's are teaching academically at a higher level. University stud- ents are not going back to high school. Our present course at our normal school is not designed for university students.

"The teachers we shall get gram St. Dunstan's will be extra teachers- additional teachers that are badly needed and they will have higher academic standing. RECEIVED PROTESTS "I have had a number of resolu- tions and protests about the accep- tance of St. Dunstan's trained teachers but let us not cast doubts of envy or reflections upon a uni- versity with a noble and proud record.

"Those who now object, those who may have raised doubts in the mind of the Leader of the Opposi- tion. might be better advised to take a positive approach to educa- tion. Let them dig down deep in their Jeans and come up with the hard cash to equal the St. Dun- stan'a effort.

"Let them provide scholarships and if they desire build a universi- ty to accommodate :00 young men and women of Tthis province and let them provide this service for 3M5 a year; and should they pro- vide a normal training course of acceptable standards we will be glad to accept their teachers too. The net result is that the wealthier provinces have done exceedingly well with the new arrangement. but. unfortuna- tely. our share actually worked out to less accordingly to figures submitted at the Federal-Provim cial Conference.

"However. due to an escalator arrangement somewhat similar to the G.N.P. arrangements in the last agreement. we may receive. according to figures published in the local press. some weeks ago. something more expressed in terms of our fast depreciating dollars if we sign the new agreement.

"Actually a flat per capita grant is not equalization at all, but it is the direct opposite of equalization. A proper equalization adjustment would have to take into account our per capita income. There is no evidence that the wealthier pro- vinces have any objection to spec- ial consideration of the '"have not' provinces.

"We must therefore keep pres- sing our claims on the Federal Government for something more than the wealthier provinces are receiving. A flat administrative grant of any 35.000.000 to each pro- vince. regardless of size. would not unduly effect the Federal sur- plus or, an alternative as far as we are concerned, of a minimum of say 310,000,000. to any province which would be of advantage to this province only.

WOULDN'T BE MISSED

"This kind of money wouldn't even be missed by Ottawa and it would enable us to carry on our provincial "housekeeping" in a satisfactory manner. and to fulfil adequately. all our assignments under Confederation.

"Considering our financial re- sources. the Government of this province is doing all it can in the field of education. Unless there is some last minute improvement in the terms of the Federal offer to this province. we will not be able to bring the level of education up to a comparable degree with other provinces.

"The children of this province will not be given an equal oppor- tunity with those of the Central or Western provinces. nor will those in the remote areas have an equal opportunity with those in the urban centres.

"Unfortunately therefore. many children will not have the opportun- ity to make a full contribution and become the first class citizens which this country so urgently needs in its great and expanding national economy.

"Many among our gifted youth drift away from the fields of learn- ing each year because of parental indifference. or because their in- terests in education are not pro- perly stimulated. Our educational institutions are not money making concerns. They cannot afford large promotion or advertising.

"As a comparison, millions of dollars more are spent each year in advertising cosmetics or cig- arettes than are spent in inform- ing our young people about the advantages of proper training.
