The fact that City Councillors serve the city without payment is, an al- ditional reason why, in the case of the city corporation, its membera should choose to elect a qualified and enitable gentleman who has served ‘he city well as a Councillor, to the office of Mayor. This is the practice in well-governed cities in Great Britaia . it isnot the practice in badly governed cities in America. The sea route from Canada to England from the Straits of Belle Isle to he north of is almost a Britieh runve. It bas no foreign naval stations to he north, and it is gvarded by our stations at Halifax and St. Join’s on the weet, and Portemouth, Plymouth, Milford Haven avd Bear Haven on the east. It is, with- out any doubt, the safest and most easily defended ces rouse from England in any direction. The objection to this suggestion isthatit would aid Canada. If itis not more important for England, and mow advantageous to her ten times over than to Canada, it is not worth discussing. Canada is getting on all right. If her progress is not very fast, it is eure and on solid ground. We are not afraid of being starved into submission, and believe we can hold our freedom. as a people, if it comes to straight fighting, as our father, did in 1812, 1813 and 1814, ageinst odds many times greater than we are jikely to have to encounter now. But the British Empire is our empire, as it is the empire ef every part, and we are as much interests ed in the safety of the heart of it as is any portion, and we have th: right to urge that England shal] take steps to make her condition safe.
