THE LOBSTER PACKING INDUSTRY.

A report on the lobster industry of Can- ada, issued by the Deputy Minister of Marine and Fisheries, was lately laid be- f.cre Perliament, which contains a large amount of information relative to the lob ster fisherry, its exhausted condition in several localuies, and the best meaus Ww

With such au annual drain it is t» be won dened that the fishery has been able t hold on so long. The value of lobster fac ories, traps and other plant amouated i 1891 to $860,000.

in his report for 1891, Superintendent Nielaon, in charge of the lobster hatcher) if Newfoundiand recommends the fullowing ‘or the protection and fostering of thie industry :

“The only means by which the lobster fishery can be improved and continued in » profitable condition, are by artificial prop agation on a large scale by flosting incu bators; by having a short seasun; by having a limited distance between each faciory au: by regulating the construction of all lob ster traps, so that the small immature iubsters can escape, when they ener the craps. Lam confident that these mean: wilt have the effect of conserving and ex tending this valuable fishery.”

The report then says respecting the license sysiem :

**No repressive regulations, heweve beneficial tu the public at large, can be car red out without hurting or displeasing somebody. If the foreguing remaiks es tabiish the necessity which exists for the sdoption of more ¢ftictent measures, thr thing cannot better be dene than by the doption of a regular license syetem, which would bring this fishery under the provis ions of the Fisheries Act. This system, which has already proved most beneficial ip other branches of the fisheries, would give the department betrer and fuller cuntrol. enable it to settled fliculties between par ties, and facilitate the detection of illeg | fishing and eanning in remote parts of the country. Under such » system, the busi nees could be properly regulated capitalist: would invest their funds with greater se ‘urity, and the value of the industry woule

Respecting the space between slits in lobster traps the report contains the foliow- ing information :

1. That a lobster ten inches in length can work itself out between the laths, in a crap, if these are pat 2} inches spart, ba cannot get out between the laths if they sre placed 24 inches apart.

2. That » iobster nine inches in length can work itself out between the laths ina crap, the laths of which are put 2} inches apart, but eannot get out between che laths if placed 2 inches apart

3. That a lobster eight inches in length can work itself out between the laths i! these are placed }{ inches spart, but cannot get out between the laths if these are p!.c- ed 1} inches apart.

Tue table also contains a table of th+ yield and value of lobsters in P. E Islind, which shows that in 1876 the namber of one-pound cans’ wa: 362,676 of the value of $43,521 In 1881 the aumber was greatest, being 6 312,865 one pound cans of the value of $1,202.573 bh 1892, 2,819,572 of the value ot $394,749 li ISS the total vaiue of the lobster fishery of Canada was $2,955 861, of which P. K. Island had $1,262,573. ‘n 1892 the total value wae $1,996,725. to which P. E. Island only con- tributed $394,739. This shows a scrious fall- ing off in the vaiue of the Island catch, and should awaken considerable anxiety among those engaged in the busivess.

For this year it is highly probable that the season will be extended to the 15th of July, aud that traps with lath= 2 inches apart wil) be required. As order in Council will likely be p.xsed carrying out these regulations.

The supplementary estimates for the yeas ending June 30, 1°94, will prove satisfactory to P. E. Island, no doubt, and the respectable sums secured for public works is the best proof of the energetic way in which the Island representatives have advocated the claims of their constituents.

Representatives from th: larger Provinces are complaining that P, E. Island is getting more than its share; but so long we the Gov ernment grants the money their objections will not count for much. The only pity is that more represeatatives with the iufluence ot Messrs Macdonald and McLean were not elected by the Province,

The Education Report

€1r,—The second annual report of the Grit junto’s Superintendent of E iucation abounds in his ususl imseeccuracies of styie and syntax. One woull suppose that his failure to express a few ideas clearly and grammsticaily in last year's report woa'd have had a whulesome effsct; and that the interval between the two productions would have been improved by a faithful, persistent s'udy of Swincon’s Languge Lessons and Mklej »ho’s EoghshGramm r, two of the books prescribed for the common schools uader his control; but such has not been so. If the great mental energy «hich must have been expended —and use- lessly expended —in copying arithmetical problems and arranging them under a cover glurified by his own name and title hed been empl yed in an effort to develop a style of compusi ion somewhat in advance of the ordinaryschoulboy’s, how much better it would have been for the educatiocal credit of the Peovine-, or, to use his own words, of “the Island.” This locslsem might be pardoned in a backwoodsman, but in the Superintendent of Education, surely not. It places hom almost on a par with the “PE. L. scrubber” who, when asked what ‘“‘Island” she meant, replied in tones of utter amezement, ‘* Prince Edward Island o’ course; what other Island there are?” Let me briefly refer to « few of the most obvious taults in this year’s report, Oa page 11, the Superintendsnt speaks of the inception of the Public Schools Act, and un page 26 of its advent. There are few, I presume, who do not know that the word “inception” cannot be rightly ap- plied to an act or law. It has reference rather to a work—a continued action—or 'o sumething having a progressive exist- ence, asa cie'y or period of history. “By the ‘‘advent” of the Act I suppose he neans the arrival of the copies of the New Brunswick achovl law from which ours was so faithfully abstracted. In remarking on the last meeting of (he Provincial Teachers’ Association, he gravely informs the public hat “tit was perhaps the most practical and profitable of any previously held.” It is not often in the history of ap urganization that

n exactitude, but it would appear from the .bove quctation that this was actually done n the town of Summe:side in the month of July last. What purpoe was served by this resurrection of the details of an ld convention can only be conjectured. But he climax is reached in his observations on Agriculture, pages 14nd 15. On noting the decrease in the number studying the subject from that of Isst year (1891) he states that ‘‘in the preceding yesr he re- marked on the importance of the subj-ct.” [ was not aware that he had remarked on wnything in & public way during that year, ot for that matter, durirg any previous year. He would fain iguore the short per- iod of his predecessor's otticial exist- ance. A little further on, in em- vhasizing the importance of practical teaching in connection with the subject, wo stumble on the following re- narkable statement: ‘* The text book should be made largely the guide of inves rigation of the real things aud forces which form ita subject matter.” How real things, such as loam, rocks and manure can be bound up to form the subject matter of a text book is a problem yet to be sulved. It vould require even more ingenuity than was exercised in the numbering of arith- metical pr: blems, although, I imagine, the vork woul be somewhat similar in char- wcter. What an excellent opportunity for he Superintendent to win iresh laurels’! The completed volame would be a worthy »»mpanion for his first venture in the bouk line. The most striking feature of his re- port on the iuspection uf graded schools is the uns'inted praise bestowed on the sever. il teachers, especially on those who fail into the category of disappointed office- seekers. So much is this so, that one is slmost forced to the conviction that they are utterly worthless, as being the opin ons of aman unqualified to jadge, and who, therefore, thinks it best to commend dl; or, at best, the statements of one possessed «f a supreme desire to please. Commendatory adjectives, such as €flicient, satisfactory, earnest, energetic and progres sive are fling indiscriminately over every page.
