THE QUEEN’S JUBILEE.

Ir is pleasing to know tha: His Worship Mayor Dawson and th: City Councillors avd other citizens’ who are interesting themselves in promoting the ob-ervance of the Queen’s Jubilee are working energti- cally with the view of making the cele- bration in this province a distinct succeas. Tae programme which has been made ready for the occasion is a good one, and it will be well ~ carried out. The different fraternal and other societies together with the firemen and military, are actively interesting themselves, and will take a prominent part in the proceedings. His Honor the Lieutenant- Governor, who is always to the front in affairs of interest tothe people at large, is also lending much valuable aésistxn-e. Citizens in general are also interesiing themselves, and may be relied upon to supplement

the efforts of the committee.

The celebration is to be general through- out Her Majesty’s Domiuions, though the form will not be the same in every place. The British people in several of the cities of the neighboring republic are also dete:- mined to do honor to Her Majesty cn tie occasion. It is fitting, therefore, that the city of Charlottetown, the capital of one of the fairest provinces of thie Canada of ours, should join in the festivities and add her meed of praise to one of the bestrulers that ever Occupied a throne.

HON. MR- DAVIES’ ARGUMENTS.

Tur London Economist has been looking into the arguments advauced by Hon. Mr. Davies with regard to the reciprocity clause ia the tariff, and~is. evidently not greatly impressed with their importance. This is what the Economist has to say :~-

“The Dominion parliament has this week been di -ussing the new tariff, and mere especially the constitutional aspect of the reciprocal clause by which prefer- ential treatment is accorded imports from this couniry. The clause was denounced by Sir Charles Tupper as contrary to treaty engecements, while its Jegasity from the international point of view was strongly affirmed by Mr. Davies, the Minister of Marine, who spoke on bebalf of the government. But while on questions ef international Jaw it behoves Isymen to speak with diffidence, we must confess that to us the two arguments rpoo which Mr. Davies ehiefly relied appear to lack validity. In the first place, he contended that the treaties the Imperial Government have entered into with Belgium and Ger- many, which provide for the entry into the Dominion of imports from tuese countries on the same terms as imports from this country, are not binding upon Canada, be- cause these treatios were not submitted to aod approved of by the Canadian legisja- ture. This is a new and doubtful docirine, but even if it were accepted it would not really meet the difficulty. If, owing to the refusal of Canada, we cannot ful- &l the obligations imposed by the treaties, that may be a reason for denouncing them, whieh we can at a year’s notice, but it does not justify usin being aparty to an infringement of them. And with regard to the other argument of Mr. Davies, which was that the reciproeal clause is not really opposed to the treaties, because it provides forthe granting to other nations of the same favoured treatment accorded to Great Britain if they alse will give Canada equivalent advantages,

it is difficult to reconcile such a plea with the plain words of the treaties. What we

have undertaken is that the produce and manufactures of Germany and Belgium aball not be subject in the British colovies to other or higher duties than those which are, or may be, impoeed upon similar articles of British origin. So far as the main boundary line between Canada avd Alaska is con- cerned there is little likelibood of the Americans @tealing amarch on us. The boundary line, the despatch adds, depends largely on what the word ocean in this treaty means.
