It is said the session will be a short one, and that the Opposition have agreed to have it so, so as to permit Sir John Thompson to attend the Behring Sea Arbitration. Oaly necessary legistation will be enacted and another session will be held in the autumn.

As to the Manitoba School Question and the Tariff.

Orrawa, Feb. 3.

In the House of Commons yesterday the binder twine debate was resumed by Messrs. Maufock, Edgar, Campbell, and Bain, after wifich Stairs, of Halifax replied to charges of the opposition in a plain, business-like, manner. He explained the growth and progress of the binder twine industry in Canada, and showed that there was no monopoly in this country at the present time, as in addition to two concerns now engaged in the industry, the Govern- ment of Ontario were taking a hand in the business themselves. The prices had been unfairly stated by the opposition speakers, who had quoted United States wh« lssale prices against our retail prices. Ile knocked the bottom completely out of the charge that the cordage combine was water- ing its stock, and gave a full explanation of the conditions of the proposition to investors now advertised all over Canada, and assured the House so far from seeking special protection, the makers of binder twine, so far as he had known, were contented to abide by whatever gen- eral measure of proteetion was deemed best for the country. A vote was taken at 4 30 on Col. O'Brien's motion to adjourn the de- bate, which was carried 99 to 58—a major- ity of 41 in a thin House.

The remaining portion of the afternoon was taken up by Sir Hector Langevin, Mr. Mills and others in discussing Sir Hector’s motion respecting the northern bvundaries of Quc bec.

Among the notices of motion were one by McMullen fora birthplace, aational origin and creed and date of the appointment of all the inside and outside civil service em- ployes; by Hon. Mr. Foster’s bill to ameud the Civil Service Act, and te provide that reduction or contribution to the superannuation fund from the salary of every person who enters,the civil service after the date of this amendment coming into ferce, shall bé at the rate of 3} per cent. per annum on all salaries of $600 and upwards, and three per cent. on salaries below $600; and by Mr. Charlton against opening the Chicago Exhibition on Sunday.

The first Conseryatiye caucus of the season was held yesterday. On the Mani- toba School question the Premier clearly pointed out, and the caucus heartily agreed with him, that the only cco-sse to pursue was the constitutional one of fast obtaining from the courts an exact definition of the powers of the Federal Government in the matter, subsequent action to be contingent on the court’s decision.. Hon. Mr. Fuster made full presentation of the tariff question. He showed that the making of a tariff for a country wae something to be considered as a whole in its bearings on varied interests and widely separated sec- tions, as well as in its relation tu the tariffs of other countries with which it carried on trade. He suggested that while it would be proper to deal with the most pressing items this session, the interests of the country would be best served by perfecting, during the recess, a geveral scheme of tariff changes to be Jaid before the House at its next meeting, This proposition found fayor and was endorsed by the caucus. After an interesting debate asto the best metbod of attaining the best results, the gathering of Conservative Senators and members of the Commons acjvurned with hearty cheers for the Premier and the Government policy. The epirit of the gathering gives the lie direct to all rumors about dissention in the Contervative ranks.

Damaging Evidence Against Crisp.

In the Crisp-Currie investigation yester- day, Mr, Crisp and Dr. Upton were ex- amined. De. Upton said that the Scotch- town woman admitted to him that she had had sexual intercourse with Rev. Mr. Crisp on August. 3rd, 1884. Mr. Crisp gave his story, denying Mr. Currie’s statements as told, and also contradicting certain parte of De. Gardoer’s story. It is believed that the inquiry will ie to-day. Mr. Currie claims to be well satisfied with the situation as it stands at present.
