Where Will He Stop?

There is no reason why the U.S. administration should be greatly surprised bi President tie tiaulle‘s rejection of the Polaris nuclear force policy for NATO which was conceived at the Nassau confer- ence between President Kennedy and Prime Minister Hamid Mac- millan. De tiaulle's determination to go his own way, and build France's own atomic force. was probably s.rengthcncd by the way in which the British Prime Minis- ter was forced into acceptance of the Polaris substitute for the Sky- bolt missile project on that occas- ion. But do (iaullc's arrogance in announcing his decision while Mr. Kennedy was making his State- of—the Union message to Congress and without advance warning, was an act of discourtc‘sy that will not lightly be forgotten at Washington.

The French leader's announce moot came at the most. embarrass- ing point in President. Kennedy's speech—just. as he was saying that Europe is moving into a new era of “intcrdopondcnco and unity," and that. the old era of not tonal rival- rics is fading. What a propaganda. plum this will be for the Commun- ists who are much less concerned about Franco‘s potentiality as a nu- clear power thun about sowing dis- cord amoncr the Western alliesl De Gaulle is rloing this job for them, with all the zeal of a fanatic.

His boast. that France is deter- mined to achieve an atomic force that will have “the sombre and terrible capacity of killing millions and millions of men" means little so far as the atomic power balance. is concerned. and de Gaulle must surely know it. The United States now has a stockpile of nuclear wea- pons equal to 30.000 megatons— enough to kill every man, woman and child in the Soviet Union 25 times over. Russia’s arsenal must also have a terrific death-dealing capacity. France's nuclear venture, by comparison, will be of pigmy significance. except for the encour- agement it may give to other mis- guided NATO powers—such as West Germany—to join in the suicidal race.

Surely the road back to sanity lies in accepting the concept that nuclear war is indivisible and that there should be no further develop- ment of national nuclear powers anywhere in the world. De Gaulle’s nuclear delusions may force further concessions from his allies in the hope of salvaging the Western sl- liance, but that they are delusions bordering on paranoia is the dis- turbing fact that must be faced.

May Affect Canada

What happens if the Brussels conference fails and Britain is kept out of the European Common Mar- ket? According to a writer in th e Winnipeg Free Press. there is only one likely result. Not only will Brit- ain. seek new markets throughout the world, but the United States will have to re-calculate its entire trade prospects. In them. Canada, as the United States' largest single market and supplier. must loom large.

If that point is reached after I breakdown of the present Brussels negotiations, the next Canadian gov- ernment, whatever its political color may he, must consider the possibil~ ity of I new trade relationship be- twhu Clnldl sad the United States.

I sudden abolition or even I drastic cut of tariffs against American goods would not be practical politics because C anada's relatively small economy could not stand the result- ing shock. By a more sensible ap- proach. both countries could agree to reduce their tariffs in stages over a period of years exactly as the Common Market countries are do- ing.

To be sure, their position in Europe differs greatly from that of Canada in North America. While they are not equal in size and wealth. they are six nations making collective agreements in which each has powerful bargaining weapons: whereas Canada, bargaining alone with the United States. is a small power dwarfed by a giant holding most of the trump cards. The huge American economy could tolerate without the least strain a cut in its tariffs against Canada but Canada could not tolerate the immediate liquidation of a protectionist sys- tem now nearly a hundred years old and lately strengthened.

In practical politics and econo~ mics. therefore, Canada would have to ask the United States for some- thing much better than a fifty- fifty tariff bargain as we run an annual deficit in the American mar- ket of about a billion dollars. Can- ada could justly propose that American tariffs be reduced rapid- ly and that Canadian tariffs be ad- justed slowly over a fixed period so that Canada’s economy could ad- just itself. without disruption, to these changes.

The project of a North American common market has often been dis- cussed in the past and was the essential issue of the Reciprocity election in 1911 but during the last two years it has been set aside in the hope that a united Europe. in- cluding Britain, would undertake something like a common market of the free world. If that concept fails. the chance of broad tariff re— ductions between Canada and the United States will become practical politics again.

A Popular Award

The judges in The Evening Pat- riot’s 1962 award for “Islander of the Year” are to be warmly com- mended on their choice. It was no easy one to make; but Dr. Eric M. Found’s name is a household word throughout. this Province for achievements in the field of tuber- culosis control. Without him, the story of our progress in this great endeavor would have to be written in a much more subdued key.

A very modest man, Dr. Found takes his work as a. matter of course. To all who have been in con~ tact with him. however, whether as patients or co-workers, his example and dedication to his calling have been truly inspiring. He specializes in a field in which broad human sympathies are no less important than professional skill and ability, and it is this combination of tal- ents that has made his career so richly rewarding.

quately repay. but I “thank you" of the kind embodied in this award makes all of us feel a little better on that score.

Senators, Members of Parlia- ment, selected party supporters a nd Young party members - many with wives or husbands- are gathering today in Ottawa for the annual general meeting of the Progressive Conservative Party of Canada.

Through three days. the Ball Room. the Banquet Room. the Convention Hall and the Draw- ing Room of Ottawa's Chateau Laurier Hotel will be given over to true-Tory-blue talking and twisting, wining and dining, as the delegates plough through thc long crowded program an- nounced as “tentative” by their Party Headquarters.

On Friday, for example. routine commences at with a breakfast in the Banquet Room given by Quebec M.Ps. Sixteen hours later. the dele- gates and their spouses or friends will be dancing in the Ball Room following the Prime Minister‘s Reception. In between. they will have sat in general meeting, in caucus and in com- mittee: they will have heard re- ports by committee chairmen, and they will have been ad- dressed by the Prime Minister. E THE BATTLE

Observers here expect that this will be the last party gath- ering before the next election All may be gaiety at the Ball. just as the elite of the British officers danced through the night as guests of a beautiful Belgian Countess on the eve of their victory over Napoleon. But in their working sessions, Conservatives will thrash over the mistakes and omissions of their last electoral campaign. and try to ensure better supp- lies of better ammunition and smoother workings of their lo- gistics than last time.

As the Prince Albert "Daily Herald" recently reported,

Being the newspaper voice of the Prime Minister's home town, the “Daily Herald" is probably well informed in these matters. It is perhaps familiar with th e reports from Ottawa that sev- eral resolutions critical of the party leadership would be sub- mitted at. this annual meeting.

“These reports certainly can- not be outright fabrications." asserts the “Daily Herald" edi- torially. And this verdict con- curs with thinking here. al- though observers on Parliament Hill are sufficiently aware of the. ways of politicians to know that only the laurel wreaths of praise are publicly exhibited, whilst the rotten eggs of criticism get swept swiftly under the rug. CHANGES FOR SURE

But in assessing what criti- cism there has been. we have seen a tendency to confuse th 9 Objective - which has been the organization rather than the leadership. The costly a n d shameful chaos at Conservative Party headquarters. which was the fourth most efficient of the four party command posts during the last election. cannot be laid at the feet of the Prime Minister.

There is a president. of the Party. responsible for general supervision of the working or- ganization. This consists of I small army of “hired help“ under a national director whose pay exceeds that of a Cabinet Minister. It is at these and other elected or hired workers that criticism should and will be aimed; it is in these posts that welcome changes will soon take place.

Simple Tests Will Discover Kidney Trouble

At intervals there may be acute flareups with fever, back- ache, an ary symptoms Usually the man or woman does not suspect the renal organs. even though he may not feel up to par.

An ordinary urinalysis tells the story and additional kidney tests. including X-rays. may be needed to get to the root of the problem. The remedy works best when the causative organism is known and pitted against the proper urinary antiseptic.

Some individuals with severe high blood pressure have nar- rowing of one or both kidney arteries. The tension falls to nor- mal when the blockage is cor- rected. As a result. anyone who has developed hypertension, es- pecially over a short period time, should be checked along this line.

A simple test that utilizes iso- topes is available. The radio-ac- tive material is injected into a vein and that amount that en- ters each kidney can be deter- mined within a few minutes by means of a special scanning de- vice. An artery obstruction is suspected when most of the ra- dioactive material enters o n e kidney.

The next step is surgery and the results are highly gratifying. Circulation to the kidney is re- stored by establishing a by-pass of the narrowed artery through the use of part of another ar- tery or an artificial or plastic artery segment.

At one time uremia (kidney failcre) was considered fatal. This no longer is true unless the condition develops along with heart trouble or during a ter- minal illness. In many instanc- es, the insufficiency can be re- medied with medicine or by means of the artificial kidney. Another procedure is to flush out the abdominal cavity with a solution that withdraws the pol- sons. Much is being done in this field. leading to a much bright- er outlook for the victims of kid- ney trouble.

Taylor. executive vice - president of the Canadian Cancer Society. in his capacity as chairman of the cancer con- trol commission of the Interna tional Union Against Cancer (usually identified by the ini- tials of its name in French: (U.I.C.C.).

The purpose of the Geneva session was to plan the activi- ties of the commission for th e next four years. While in Gen- eva Dr. Taylor represented the U.l.C.C. at a meeting of a World Health Organization expert com. mittee on cancer control.

“It was a very busy period." Dr. Taylor reported. “It was not unusual for our lunch hours to be spent drafting reports and for sessions to go on until am. There wasn't even time for sight-seeing."
