Dr. J. H. Maloney. Charlotte- town. was re-elected president of the Prince Edward Island Division of the Canadian Men- tal Health Association at its annual meeting last night.

Vice-presidents elected were Dr. Henry Moyse. Summerside (Prince County); Mrs. enry Ross. Parkdale (Queens Coun- tyi: and Ralph Beck. Monta- gue. (Kings County). Named chairman of the board of direc- tors was Arthur Peake of Char- lottetown. and Reginald McNutt. Charlottetown. is treasurer.

The guest speaker, Dr. Noel Murphy. Antigonish. N.S. exe- cutive director of the East County Mental Health Centre. said each community with a phpulation of 50.000 or less should have a community clin- ic. where mental patients could receive the best treatment avail- able..

He said that while the mem- bers of the Mental Health Asso- ciation were waiting for such a hospital they were “doing val- uable Work."

Dr. Murphy pointed out that during the last 50 years it has been realized that mental ill- ness is an illness and not a di- sease or a sickness of the soul.

“There is still a confusion of mind and soul and while this remains the edges of thinking become fuzzy. The soul is the imprint of God on a human be- ing and not part of the cere- brum." he said.

The guest speaker told of what happens to a mental pa- tient when he is taken .to a h ' and what steps needed to bring him back into society when he is released.

The guest speaker was intro- duced by Dr. John C. Theriault and thanked by Arthur Peake.

In returning their verdict, a coronor's jury. assembled to enquire into the death of Mrs. Mary Ann Gallant. Charlotte- town. last night recommende that the street lighting on Elm Avenue be improved and that crosswalks be properly marked

The jury found that Mrs. Gal- lant came to her death at the Charlottetown Hospital at about 11 pm. Nov. 7, 1962 from in- juries received as a result of an accident on'Nov. 7 at about 6 pm. The injuries were caused by a 1957 Ford car. driven by Douglas Frederick Smith on Elm Avenue

Of the eight witnesses heard. five termed Elm Avenue a dark street. even on a clear night. Their testimony revealed that street illumination is only on the east. side and that many of the lights are partially screened by limbs of trees which great- ly reduce the lighting effect.

Britain, Japan Sign Trade Pact

LONDON (APi—Britain and Japan today signed a treaty of commerce and navigation mak- ing normal their trade ties for the first time since the war and opening the way for a big boost in business between them.

The signing of the treaty in Lancaster House was witnessed by Prime Minister Macmillan and Premier Hayato Ikeda. who is touring Europe.

The treaty provides for most- favored-nation tariff and trade relations between e two gov- ernments. Since the war Brit- ish-Japanese trade had been conducted on the basis of tightly controlled year-to-year agree- ments which set quotas and contained certain discrimina- tory provisions; limiting the amount of business that could be done.
