The legislative work oi. the scsston is iii this speech drawn in' outline. It contains the “ good resolu- tions" of the new Administration. and it they are ttot carried into effect it will be because either the titiic that eati be spared by the legislators, is too limited in which: to accomplish so much, or that circum- stances over which they have no contt‘ol‘ prevent; them frotn doing the good \vhiclii they have determined to perform. Let tut see what. those good resolutions are. The first is that the Coles' Administration has determined to continue buying the lands of such proprietors its still hold estates in the island. A very good reso- lution indeed, any we, and one which we would expect from the party which had the honor of initiating the land purchase policy on the island. The means by which to attain so desirable nit end are recommended to the serious considera- tion of the gentlemen composing bt‘th branches of the legislature. This means. we rather think, a lawn liill. Now if the imperial guarantee for a loan could be procured. or it we could borrow the need- t'ul funds on the unsupported credit of the island, iii the money market at Home. at a reasonable rate of interest, the business of making freclioldors of our tenants would. in our opinion, be iiittcli more easily and speedily perforated than it has hitheth been. Some people may laugh at the idea of our gctting the imperial guarantee for the loan of any considerable sum of money; but its ttiat guarantee was very nearly secured thc lirst tint: an attempt was made to procure it. who knows but that we may succeed iii get- ting it when the trial is again made. if we had the honor of s'ltiii'g iii places of authority :lillullt‘r iii of tile land, we would advocate Iiiak the ntitinpl. l‘nc success of that attempt would bcuc» lit a great. many worthy people. and its failure could do injury to no one.

The Speech concludes by directing the attention of the gentlemen composing both branches of our legislature to the state of our highways. \\'0 rather think that any one who travels a hcn's race from home at (his or at almost any season of the your need not he reminded of the bad condition of our roads. Yet it is a question with us how far this state of things is rcnicdiablc. Climate and soil —both of which have a very great deal to do with the goodness and lnuliiess of roads iii all parts of the world—tire things which the most. able and zealous legisla- tors can do very little towards changing. It is a question requiring much thought anti a great deal of experience to decide what proportion of the batlness of our roads is due to ignorance and mismanage- ment, and what to natural causes beyond the control of any but the very richest and the must. enlightened of communities. That. the streets of our towns and the principal highways in their immediate vicinity should be put in the bent possi- ble condition, even though to do no should cost the country very large sums of money. does not admit of a doubt; but that all the highways in the country. or even the principal main post roads throughout their whole length should be made what would be called iii some older countries “good roads." would require
