in The Limelight

Agricultural pursuits will hold the limelight in Canada’s Garden Prov- ince this week. And what. better reminder could we have of the im- portance of our dairy industry than the arrival, for a five-day visit, of Miss Christine Ann Hewett, dairy queen of England and Wales? Miss Hewett will visit various parts of the Province, including a number of dairy farms, and needless to say she will be warmly welcomed every- where.

On Tuesday and Wednesday the feature attraction will be the Cana- dian Champion Plowing Match at Brudenell Point—a contest, as Mr. Dewar writes in his Federation of Agriculture newsletter—that bids fair to be one of the major farm events of our centennial year. There will be a variety of entertainment and other features as well. This will be the first time the big match has come to Prince Edward Island, and there is every reason to expect that it will draw a. record attendance.

This week, too, a group of seed potato experts from Italy, along with Dr. Juan Carmona, chief

Venezuela, will be spending two days in the Province, meeting with government officials and visiting potato growing areas and the Ex- perimental Station at Charlottetown.

As indicated in Saturday’s news story, Canada has secured Italian acceptance of its potato certifica- tion system and considerable quanti- ties of seed and table potatoes were purchased by Italy in the last three years. Venezuela has been a long- time and important market for Canadian seed. The visit of these officials, therefore, is a matter of prime interest to all concerned in our potato industry.

'67 Youth Parliament

The idea of a Centenary Youth Parliament to be held in the House of Commons on or near July 1, 1967, has sound possibilities, and has been commented upon favorably by pub- lic men across the country. The co- operation of provincial governments is being solicited, and Premier Shaw has indicated that approval in prin- ciple has been given the proposal at a cabinet meeting here.

mating it, are certainly worthwhile. It is important. however, that the movement be kept on a level that will not permit of its being exploit— ed for partisan political purposes. Mr. Fair himself is insistent on this point, and it is indeed the only basis on which any measure of suc- cess can be predicated.

Could Be A Surplus

According to the Financial Post, Finance Minister Gordon now seems headed for an unexpected budgetary surplus. Revenues, it is said, are run- ning well ahead of the 1964-65 fore- cast of $6,700 million. April-July fig- ures show an increase of $450 mil- lion over the same four months a year earlier. Last year the revenues from these four months made up 32 per cent of the final total intake. Assuming the ratio were the same this year it would make the final revenue total $7,500 million. This would mean a surplus of just over $250 million as against an antici- pated deficit of $455 million.

Will it in fact work out nice and neatly like that? The Post doesn’t profess to know, but it says, with some reason, that “even the merest possibility of a'budget surplus con- stitutes glad tidings of first im- portance.”

Even this claim, however, is sub- ject to some qualification. It would depend upon how the surplus, if achieved, was used. If it were applied to tax reductions it would be wel- comed, provided, of course, there were no stinting in necessary fed- eral expenditures. And these neces- sary expenditures have been mount- ing steadily at Ottawa.

We recall a time, not so long ago, when this Province was in dire straits financially owing to a mis- calculation in its population fore- cast by the Dominion Bureau of Statistics, on which our payments under the federal tax sharing agree- ments were based. A pilgrimage to Ottawa failed to bring us much re- lief, despite the comfortable sur- plus in the federal treasury at that time. That was before the Atlantic Provinces adjustment grants were introduced, too,

getting, more and more of the avail- able tax revenue split for them- selves?

Reading this, We felt indignant about the way the lowly are being treated in this highfalutin’ area of the neighboring republic, and wondered if something couldn’t be done about it, thus reversing the disturbing trend. Of course some- thing could, if pressure were brought to bear in the right place! So we’ve taken the initiative in our own hands and written a trenchant letter on the subject to the Beverly Hillbillies. It should reach old Jed any day now. We know how he’ll react; and if he puts the Screws on his big-shot banker and that snob of a wife his banker’s got, they’ll remedy the situation in no time.

Lost In The Uproar

French - Canadian separatists have made so much noise that the gentler tones of their anti- separatist fellows have often been lost in the uproar. It was therefore most encouraging last week to hear a number French - Canadian anti-separa- tist voices speaking firme forth from Quebec City itself.

These voices belonged to some 100 - odd delegates to the annual convention of the Cana- dian Association of French- Canadian Educators, delegat- es who came from the nine pro- vinces other than Quebec. They spoke for the French- speaking minorities in these provinces. and they made it clear that they viewed the idea of Quebec secession from Con- federation as a nightmare.

“We need Quebec" said 3 Regina priest, “but Quebec needs flourishing French-Can- adian minorities like us too." "We fear the federal Govern- ment much less than we do the provinces," said a British Col-

The consensus of these non- Quebec rench - Canadians was that a federal education department could perform a real service by protecting the rights of minorities in the edu- cational field, a view quite at war ‘ ose of all Quebec political parties, which hold that Ottawa has no business in education.

They were equally frank about the damage done by sepa- ratism and by last year‘s viol- ence within Quebec. Tiad seriously hampered their own efforts to gain more recog- nition for French language and culture.

These were home truths which the moderates and par- ticularly, the moderate leaders of Quebec need to hear, and they came from an impeccable source. French educators who try to preset-v French lan- guage and culture outside Que’ bec fight the same battle that the resurgent nationalists fight it under in nI more diffl cult circumstances.

BIBLE SOCIETY EXPLAINS

Sin—At a recent meeting of the executive of the Charlotte- town Branch of the Canadian Bible Society, the question came up as to why the Bible Society campaign _could not be included in the United Appeal Drive.

Frankly. it was a good ques- tion, and it may be that the pub- lic would like to have the answ- er as well.

There are undoubtedly three basic reasons for conducting a separate campaign. '1‘ h e a e would be as follows: —

(1) The work of the Canadian Bible Society is of a religious nature and Is sponsored and carried out the Protestant Church throughout the world. It has no real counterpart in the Roman Catholic Church. though the Charlottetown Branch is deeply indebted to the Cath- olic Women‘s League for a most generous donation to their funds during the 1968 campaign. A better plan is to wash the lesion with soap and water, eter- ilize with alcohol, and cut away the top of the blister. This ah hi be done only when the blister is l a r g e and probab will break anyway. Now we have an open sore that must be cove- red with an adequate dressing.

Prevention is prefers ble. Footgear should fit properly. Do not walk long distance in new shoes. Athletes usually wear sweat socks, often with lightweight cotton socks next to the skin, Special sports gloves are helpful for the golfer a n (1 tennis player.
