Bishop Plessis continues his account of the existing state of affairs appertainiog | to the lands of the Island by remarking | that “some of the proprietors agreed to give the occupants the lands they had leased for a shilling an acre, others asked two shillings as their price, and others half a dollar. Some of the tenants allowed themselves to be im- posed upon by binding themselves to pay the two last rental sums but found them- selves before long unable to make pay- ments, and were consequently dispossess- ed. There were some who resolved upon immediately giving up their farms rather than submit to such imposition ; others agreed with the proprietors, and bought their farms for a sum of money so as to hold them in future free of rent. Some, after having lost the result of their labor on one seigneurieé went over to another which they were simpleenough to work upon and clear at the risk of being again expelled therefrom. The Scotch families recently immigrated did not take lessons from the mistakes made by their Acadian brethren. A few only obtained Jegal assurance of their farms; but the greater number did not do so, so that even to-day there are on the Island families who tremble with fear that at any moment they may be evicted and that others newly-arrived may reap the

benefit of their hard labors. Among the bon-proprietors are Acadians who reach- | ed New Bruuswick, and Scotch who crossed ever to Cape Breton. In these two provinces crown lands were granted them safe from future claims and em- barrassments and which they might have found there twenty years before were it not for the common notion of Scotch to | live among Scotch and of the Acadians | to settle down with Acadians. This consideration has often made them blind | to other interests,

The population of the Island is now} estimated at 8,000 souls of whom the half are protestants ; of the 4000 Catho- lics there are about 250 Scotch families, the remainder are Acadiens. The most perfect harmony reigns among the Acadians and Scotch; there are, how- ever, nO intermarriages between the two nationalities; cach holding to the man- ners and customs peculiar to its people, they do not seem inclined to choose their life partners from among strangers.

The Island of St, John is ruled by a Lieutenant Governor whose salary was at first £500, but since some years has been raised to £800. He has a Council of seven or eight members nominated by the King. The same form the executive and legislative Councils. There also represent the people in parliament eigh- teen members elected by the three Counties ot the Island. Those have not been convoked for the last three years and at a proceeding period had been six years without assembling in Session. It appears that the power of this legislation is very limited. Its op- ertions are very often confined to the enactment of military affairs and to the laying off the great roads of the Island. There is a high Judge salaried, and two Aldermen or judge’s assistants not re- ceiving government money. A _pro- cuator-general, a clerk of the Court, a Sheriff, a Treasurer, a registrar, some advocates ; such is about the total of civil officials. The governor has neither Aides-de-Camp nor Secretaries oa ac- count of not having money to pay them. The public revenues are so limited that however small the salaries of officials may be they cannot be paid till the money is got from Englaud. It is only lately that the governor, desirous of pro- curiug the royal pardon for a murderer condemned to death, was put to his wits ends to know how the expenses of food and fuel for the prisoner till his pardon would arrive from England.
