More recently it was a policy of com- mercisl annexation to the United States, with discrimination against Great Britain and the destruction of Canadian industry by the United States movopolies ae its leading features.

Laurier is pledged to strangulatien by slow degrees; he is negotiating with the United States for a scheme of r.ciprocity, the details of which he will not and dare not give out to the people in advance of
