Despite reports of an im proved Soviet crop. some ex- perts have been saying there is a reasonable chance that Rus- sia will again buy wheat abroad. »

Much is expected to depend on whether the Soviet govern- ment pushes ahead with a huge stockpiling program aimed at averting any recurrence of last year's severe domestic short

Volovchenko. who has Just re. turned from a tour of Russtan grain-growing lands, predicted that this year‘s crop will be large enough both to fill curren. consumption needs and allow a start to be made on the stock-

Volovchenko said that. if Russia does not buy wheat from Canada. it. will not be buy- ing from any country. He ex- pressed deep satisfaction with the quality of Canadian wheat purchased last year and describ- ed the suppliers as “honest and obliging." _.

Power Rates Boosted In Nflcl. Area

ST. JOHN'S. Nfld. The United Towns Company has announced a general increase in electricity rates for its customers with e small consumer paying most of thc increase.

United Towns. which serves all the Burin peninsula and all the Avalon peninsula with the exception of the - city of St. John’s. said in a statement that the scheme will boost the over- all income of the company while reducing the burden of customers who make most use of the power supplies.

The new rates apply uniform- ly to all domestic consumers in all areas. For the first 30 kilowatt hours. the rate ls $2.80; for the next 100 kilowatt- hours. the. rate is three and a half cents for idliowatt-hour; for the next 100 kilowatt-hours.

If necessary. a referendum will be held in the third week of November. one month after the full text of the amended constitution has been put be- fore Parliament. he said.
