To enter into the pros. and cons. of the questidh is not, however, we think at all necessa- ry. Itis sufficient peremptorily to say that the Imperial Goverfiment which recommended the imposition of this penal tax upon,the Proprietors, possesses, the power to compel the Proprietors to submit to the payment of the penalty out of their own purses, and that power it can most effectually display, by simply threatening them | with a resumption of the twice-forfeited Grants, Let
