Mr. Tupper also said that the Canadian Government was aware that the Newfound- land Government, when endeavoring. to obtain Her Majeaty’s assent t» the Bait Act passed by the Legislature of that Colony, distinctly promised that the pro- visions under such Act should not bs en- forced against Canadians in this form. It was on the assurance of the representa- tives of that colony that there should be no diff-rence in the enforcement of the Act against Canadians and their own citizens that the Act’was assented to. The facts were these: Long anterior to ths Bund- Blaine negotiations, at the beginning of the season of 1890, there was # complete de- parture from the position which the Gov- ernment had assumed. In defiancs of the pleiges referred to, Canadians were pre vented from obtaining licenses on the same- terms as the citizens of Newfoundland or the citiz-‘ns of the United S:atea, and at the beginning of the sexa na tonnage fee was exacted from Canadian vessels which had nut been exscted from others.
