He educated at Dalhousie College, and called to the bar of Nova Scotia and Prince Edward Island in 1838. Water Commissioners’ Abelition.
We are not of those who censure the Mayor because he delivered a speech at the meeting held last Friday evening The unportaat poipt to which His Worship directed attention was a legal one, within his competence. That it muat be fatal to the change proposed, unless the holders of our water debentures should be induced to formally consent to it, is a sufficient reason why His Worship should deem it tu be his duty, as our chief citizen and a lawyer, to refer to it at the beginning of the discus- The fact may be regretted. But if the Waterworks Commissioners cannot be abolished without a technical breach of taith on the part of the people of Charlotte- town and the Legislature of the Province, we must, of course, retain them. The honor and good faith of the corporation must be maintained—no matter how the majority at a public meeting may vote.
Those who ignorantly and hastily criti- cised the action of His Worship, and sub- jected him to coarse insult, cannot be too severely censured and rebuked. The essen- tial vulgarity of their conduct, and the dis- eredit which it reflects upon the com- munity, as well as the folly of it, are, in- deed, patent. What must the respectable strangers who were present have thought of it) And what effect is the decision of a public meeting, in which such conduct was possible, likely to have upon the minds of members of the Legislature who were pre- sent to hear the diseuasion and to come to * conclusion ag to the course of procedure the Legislature ought to pursue? Every- one must see that the effect is disastrous to the hopes of those who desire that the duties and powers of the Water Commis- sioners shall be vested in the City Council.
But apart from the impolicy of the insults and jibes referred to, the position of Mayor isas nothing if not honorable and to be respected. Even though « person should (dislike or even despise the man who occu. pied the Mayoralty, he should respect the high position to which the man has been slected by the citizens.
On the other hand, His Worship ought not to have assumed that the proposal of Councillor McKay and and Hogan in- volves an attack upon the character, abil- ity and management of the Water Com- aussioners, His elaborate “‘puff’ on be- half of the Chairman of the Water Com- missioners was wholly unnecessary. The proposal to abolish the Commissioners was made in the belief that a saving can be ef- fected. There was no hint or suggestion of a charge against the Commissiuners. If two thousand dollars a year, or one thou- sand dollars a year, can be saved without impairment of the water service, the pro- posal is, on its merits, worthy of consider- tion. But it is unfortunate that the pro- moters of the Bill have not demonstrated clearly that a considerable saving can be effected, or that the waterworks are likely to be well and fairly adininistered by ward politicians. If each of the Councillers were elected by all the ratepayers and were representative of the whule town, the case would be different—though the point rais- ed by the Mayor would, in any case, be fatal tc the proposed change unless agreed
to by the holders of water debentures.

Supreme Court.
In Chambers this morning judgment was delivered by His Honor the Master of the Rolls in the matter of the application oi the Sheriff of Queen's County for an inter- pleader order to protect him against the adverse claims of the attaching creditors, Horne and Forbes and the Bank of Nova Scotia, claiming under a warehouse receipt, and the assignees of Fenton T. Newbery, the judgment debtor. An, execution was issued out of the Supreme Court by Horue, and an absent debtor altachment by Forbes, against Fenton T. Newbery. The sherifi seized certain yoods, claimed to be defend- ants, in the warehouse of David Small. The Bank of Nova Scotia claimed these gooda under a warehouse receipt. The Sheriff after having taken a partial inven- tory of the goods, left the warehouse, lucked the door, and handed the key to Small, who, he claims, was to act as his agent in the protection of the levied goods. The Bank of Nova Scotia claimed an aban-

donment of the levy by this act. Several affidavits were read on both sides. The Judge granted the interplexder order, which protects the Sheriff. The judgment and wsttaching creditors will have to fight the Bank of Nova Scotia and the assignees on the morits.

Salvation Army Notes.
Captain McLean, of the Salvation Army, has been absent for ten days or 80, but re- turned in the Stanley on Tuesaday. .He accomp nied a young man well known in Charlottetown to one of the Army institu- ticns in Hamilten, Onat., and has placed him under the care of Ensign Archibald, who has charge of the P. G. Home Phis is the second case taken in hand by ~ the Salvation Army. A few months another young man, whose love for strong drink had brought him very low, was taken to a similar home in Toronto, Ont. He is doing well—hasa learned to bea a_ baker, and at the present time is in charge of the Salvation Army Bakery, turning out 2,000 loaves every week. He has also learned to play on & brass instrument.
The officers who have been in charge of the Salvation Army in Charlottetown fare- welled Friday mght. They have been here eight months. During that time 390 meet- ings have been held, 100 souls sought — sal- vation, 75 souls sought sanctification, 1,285 houses were visited, 800 hours spent in visiting, 2 men went to Salvation Army’ P. G. Homes, in Hamilton and Toronto. ae

Weare pleased to learn, that Mr. John Ross, expects to put his ‘‘Reminiscences” to press early in April, as he has secured almost a sufficient number of advertisements to insure the issuing of the work. The pamphlet will be somewhat unique in its style as the reading matter will run accross each page on the left hand side, while the advertisements will be on the right, thus giving equal prominence to the advertisements throughout the book. This account of the Tenant League agitation will be read with interest by the present generation, as well as those who 25 years ago participated in it. ‘Lhe little work will be sold at the small figure of ten cents each, in paper covers.
