Backing up his appeal for speedy ratification, he pointed out that half of U. 8. military aid to Eu- rope. according to s decision of Congress, would be "tied up from the beginning of the next fiscal year (June 30) because it could only be paid to the European De- fence Community."

France has urged that the 20- year duration of the North Atlantic Treaty Organization be extended to match the 50-year term of EDC.
