The Subway.

Notice is hereby given that pagention will be made at the next session of Parliament for a charter to construct a Tunnel or Sub-way at or near Cape Tormentine and Traverse, connecting the Province of New Brunswick with Prince Edward Island. The applicants when incorpor ated to be known as the “Northumberland Straits Sub-way Company,”

It looks like busi- ness; and if “the Northumberland Straits Company” really mean business, the days of our separation from the ad joining continent are numberel. The fact of a private company coming for ward,and asking leave to go op with the

great work, is good proof that the undertaking is not only pos sible but feasible; and it seems

as though we may, iu a few years, enj»y that ‘efficient steam service for the con- veyance of mails aud passengers, winter and summer.” and that *‘continuons steam communication with the latercolonial Railway and the railway system of the Domivion,” to which we are entitled uoder the terms ef Confederation. The Company will, of course, demand the gaarantee of a handsome subsidy ; and if they succeed in opening the way for carrying out of the pledged faith of the Government of Canada, as well fo: wiping out the expeose of maintaining the Nertbern Light. etc., and the annual deticit of the P. E. Isiand Raiilway,—a handsome subsidy they will deserve.

The Riel Matter.

Tne overheated imagivations which saw io the execution of Riel an injury to the Freuch-Cavadian vame and race, are gradually cooling down. This is well, for the burning of effigies by thoughtless mobs and the rant of +chem- ing politicians were not creditable, and should not be prolonged. It was, of course, a great mistake to suppose that Riel was in any sense represeuiative of the law-respectivg Frevch-Capadian peo- ple; and it is utterly wrong to think that there was in the grievauces of the Metis of the Northwest, or in the con- duct of the Government respecting those grievauces, yood cause for rebellion. This being so, the Riel agitation lacks bottom, aod must be short-lived.

It is said by some persons that Riel was havged from motives of party expediency. This seems unlikely; for the persons aggrieved by the execution of Riel are chiefly supporters of the Government! It Riel had been saved, it would, with much more force, have been argued that justice was cheated in order that Sir John’s French Cauadian supporters mighi be kept in the lines ot the Government Party.

Those who really think that Riel ought not to have been hanged, should agitate, not for the downfall of the Gov- erpmeout which had the courage to carry out the law and the sentence of the court in spite of a section of their supporters holding the balance of power betweeo the two parties, but for the abolition of the law of eapitil puvishment. Ii it were wrong to hang Riel it ts wrong to havg avy rebel or murderer; aud the law inflicting the death penalty should be re- pealed.

If this report be true the outlook for Resiprocity is very drubtful. But it may uot be true. It is from the Globe.

— The Montreal Witness is waiting with equanimity for a reply to its offer ot $4,000 for news of a case of smailpox carried anywhere by any of its papers.

DEATHS,

Since Tue Examiner was issued last evening. Miss Rosa Wood, who took sick at Mr. McCloskey’s, Pownal Street, passed away. She went tothe hospital on Mon-

day. She was 20 years of age, Lemuel Way, aged 16, died at noon.

FLAGS KEM®OVFD.

Flags were removed from nine suspected houses, the time of quarantme having ex- pired. Disease only developed in two of these houses.

BENEFITS GF VACCINATION,

The flegs were to-day tewoved trom the houses of Mr. Bernard McArce, truckman, and Captam forrest. Mre. Forrest and Mrs. McAres contracted the disease iourteen days ago, and were immediately remcved tothe hispital. The fcermer died, and the latter isalmost conv lescen!. Mrs. Forrest was the mother of ten sma!'l chil- dren, and Mrs. McAree is the mother of six. After their rew val to the hospital, their children were vace nated, and it is a remarkable ocecurrenee that not one member of either family contracted the disease. Dr. Johnson is confident they were every one preserved by veccination. °

RE-ASSURING REPORT FROM CRAPAUD.

A correspondent at Crapaud writes :— Pemphraise continues to improve. There are no other ceses ag yet in his house. The children are svffering from the effects of vaceinatiin. The building purchased by the Board of Health for an hospital has been moved to a field east of Victoria, be- longing to D. W. Palmer, Esq. It has been divided into two wards, and is being fitted up and made comfortable.

Rev. Mr. Johnstone held two services iast Sunday for prayer and supplication, in St. John’s Church and the Mission Chapel, Victoria. He is making a honse-to-house visitation at Victoria, and reports the pe>- ple are taking every precaution, paying particular attention to cleanliness and dis- enfection

PRECAUTIONS AT MORRELL.

At a meeting of the Board of Health for Lots 39 and 40, held this evening, the fol- lowing resolutions were adopted :—

1. That the house of Julius Cox be released from quarantine to-morrow.

2. Thatit is the opinion of this Board that there is no ground for suspicion of smallpox at John O'Brien’s, Lot 40.

3. That the house of Thomas Gilfoyle, of Mill- town, Lot 40, be quarantined until December 10, on account of a person residing there that came from Charlottetown.

i. That all persons coming from any infected district be prevented from coming into the district over which this Board has jurisdiction. Two officers are appointed, one to meet trains from Charlottetown at Morell Station, and the other to meet same trains at Lot 40, to prevent persons coming from infected districts trom landing,

4, That whosoever shall viviate the orders of this Board, or omit to actin obedience to or in conformity with such orders,orshall resist, oppose,

Health Officer. MURRAY HARBOR BOARD OF HEALTH.

The above Board of Health met Nov. 23, 1885, at the residence of Cartney MeLure, Esq., Murray River. M-mbers present: Messrs. James Clow, M. L. C., Cartney McLure, Geo. A. C. McIntosh, M. D., James Cuddy and Gavin Reid. On motion Dr. MelIntosh was appointed Chairman of the Board, after which the fullowing resolutions were adopted :—

Resolved, That this Board demand the imme- diate vaccination of all parties within their bounds not vaccinated within seven years, and any not complying with this demand, be forced under a penalty.

That any parties within their bounds on whom may rest any suspicion of their having been ex- sane recently to the contagion of smajipox, to 1ave their houses promptly “flagged.”

That any person pulling down or interfering with the yellow flag so placed by or at the in- stance of the Board, or disobeying any orders of the Board, be immediately arrested and punished according to law.

That ali travelling agents, pedlars, strangers, Or any person absent from the place for a brief period, returning, be required to give satisfactory evidence of thelr non-exposure to the disease within at Jeast two or three weeks Of being inter- viewed, before being allowed to travel within the jurisdictions of this Board.

‘That any vessel entering the harbor from this date, be prevented by the Harbor Master from proceeding further than the entrance until a medical certificate shall have first been obtained that there is no contagious disease oa board,

Order the closure of all churches, schoolhouses, and other meetings until such time as the Board- may consider it wise to allow them to be re opened,

The Board would strongly urge all magistrates, constables or bailiffs or any person in our midst having an interest in the safety of the public. to aid them in carrying out these laws, and urging the public to keep them as much isolated from each other, and attending to all other sanitary directions, such as proper food, cleanliness, sobriety. disinfection, etc., until such time as the disease is clearly under control.

The Micmac Remedy was tried on Miss Hawkins and failed.

The crew of the Lucy Pope were dis- charged irom quarantine to-day.

The case of the boy McLaren at George- town, is aserious one, and it is believed he cannot recover,

Dr. Robins returned from the South Shore this afternoon, where he has been vaccinating the inhabitants.

Ata meeting of the Board of Health held this evening, it was decided not to interfere

with the medical officer in ‘*fliyging” houses. Mr. Barn’s, Blacksmith, Montague,

whose wife and son contracted the disease whiie visiting Long Street,is also down with the disease. His wife and two of the family are conval.scent; but his is a bad Case,

A merchant of this city, who went down to an eastern port with a schocn r to pur- chase a cargo of potatoes, was ‘‘boycotted” for three days The farmers refused ‘to eell him a bushel, and the Board of Health or- dered him off. However, on Sunday last a kind clergyman came and three times from his pulpit assured hs hearers chat the merchant was not infected, and thus gave Lim aclean bill of health. On Monday the farmers came along with the spuds.

About Reciprocity.

Tue Toronto Globe's Washington cor- respondeut says :—

“It is learned at the State Department that negotiations have been pending for some time be- tween the United States and the British Govern- ment for a renewal of the clause of the Treaty of Washington which was abrogated last July.
