New York, Nov. 1!.—J.C. Nolan, who has just been elected a member of the Legislative Council of Jamaica, arrived here on the Atlas liner Altia, from Port Limon and Kingston, yesterday morning. “When the executive council convenes in February next,” he said, “I intend to move for the appointment of a delegation to the United States to urge the adoption of a reciprocity treaty beiween the United States and Jamaica. Affairs in Jamaica are in a deplorable condition. We shall have to face a deficit this year of $150,000 or $200,000, and we are very anxious for a _ treaty. Our sugar indus- try is in a depressed state owing to the beet engar competition and our other producte have been hit hard by the high tariff of the United States. Jam- sica can now proceed to make this treacy independently of Great Britain. Recently Great Britain announced the discontinuance of her most fvored nation treaty with Germany and Belgium. After the treaty shall have expired some months hence, each self goverving colony of Great Britain will be free to maxe i:s own tariff arrange- ments. If the United States will not enter into a’ treaty with Jamaica, then we shall have to subsidize a fleet of fast steamers toEngland, because we can finda better market there for our fruite aod other commodities than we can in the United States under the high tariff.”

It is officially announced that the disease which has appeared in the Jalaudbar district of the Penjab is true bubonict plague. A cordon has been drawn round the village of Khatkarbalan, the seat of infection. Plagne has also appeared at Hubli and Wai, on the road to Mahabalesnwar. At Poona 394 cases are reported fromthe hospitals and 115 at Bombay. The plagua is reported ve be again increasing in Hardwa, Poona, and Surat. Madras is now quite free from the disease.
