French Politics.

Ir is announced that the Government of France have decided upon a programme the main features of which are: Maintainence ia its integrity of the bill on superior edu- eation ; reduction of taxation and declara- tion that the conversion of five per cent. rentes is inopportune. The Jowrnal des Debats pointing to the progress of the agi- tation for a commercial treaty with the United States, say :—‘‘We may indulge the hope that our commercial relations with the United States will shortly cease to be on a war footing.

Proposed Canatian Exposition in Brazil.

The Journal de Commerciv, a leading commercial journal of Rio Janerio, in re- ferring to the proposed exhibition of manu- facturers and producers of the Dominion in that city, says in its issueof Aug 3rd :— ‘‘Soiie manufacturers and producers of the

Dominio: of Canada are projecting an expositio:. of the natural and artificial

products of that country to be held in this city in July and Oc- teber of 1880, hoping to be aided

in the realization of this project by the Canadian Gevernment which will have to ask pecuniary aid of Parhament, We are’iniérmed that the promoters of this ex- position have asked the \mperial Govern- ment to remove the duties from thé pro- ducts to be exhibited, and for the use of space in the Typographia National. We have already spoken of the advantages to come from these relations with the Domin- ion of Canada, where the importation of Brazilian preducts, especially of sugar, has been regulated by a very favorable tariff, and we record with pleasure the praise- worthy undertaking of the promoters of this exposition, hoping that from it will come the greatest possible number of bene- fits to the two countries which are thus en- tering into new relations.

"Phe West India Trade.

Few people have any idea of the rapidity with which the National Policy is restoring Lous the direct trade of the West Indies,

completely cut off by the policy of the late Government. Since the opening of navi- gation forty-five vessels, with a tonnage of twenty thousand seven hundred tons, have arrived at the port of Montreal from. the West Indies with cargoes of sugar and molasses, against seven vesssels, with a tonnage of twelve hundred tons, in 1878, and three vessels, with a tonnage of seven hundred tons, in 1877. This result is due entirely te the adoption of a fiscal pelicy which. permits the refining in Canada of the sugar consumed by our people. As a consequence of the presence of so large an addition to the tonnage seeking freights at that port, the export movement via the St. Lawrence has been very materially in- creased this year, and during the winter we may look for a considerable export movement from Halifax to the West Indies. ——~-—> ee ee - —

The fellowing are the regulations made by the Militia Department in regard to military drill in sehools :--If a university, college or school las adopted a special uni- form: to be worn by all students attending such university, college or school, such uni- form, if suitable for military parades and

of the Palace of the Tuileries, Paris, but late of Camden-place, Chiselhurst, who died on June 1, at Ilyotoyozi River, South Africa, was

proved in London on the 20th ult. by Eugene Rouher and Jean Batiste + ran- cheschini Pietri, the executors, tle personal estate being sworn under £60,000. A full copy of the will has already been published. The original is deposited in the Principal Registry of the Probate Division of the High Court .of Justice at Somerset House; in the case of his father, the Emperor Napoleon IIL, only an official copy was proved, and deposited in this country, the original being retained at the Notary’s office in Paris. The Prince's will is all in his own handwriting, and is contained on two whole sheets and one half sheet oi letter paper, the bottom of each page being either signed ‘‘ Napoleon” or “N.” The will, not having been executed in the presence of witnesses, as required by the provisions of the English law, an atlidavit of M. Petri is. filed with it that it is throughout in the handwriting of the de- ceased Prince, and an affidavit also from the counsel of the French Embassy in Lon- don that the deceased’s domicile was French, and on the assumption that the will was throughout in the handwriting of the testator it was made in conformity with, apd was valid according to the French law. -_— ———al

Stocks in New York.

The stock speculation craze continued on Tuesday last, with dealings aggregatin 451,050 shares, and an advance in prices ranging from 4 to 6 per cent. The stocks which advanced most were Erie, Western

Union Telegraph, Kansas _ Pacific, Union Pacific. and the coal stocks. The rise in the coal stocks is. as-

tonishing ; but that there is confidence in the buying is unmistakable. The Bulletin asserts that ‘‘ the predictions of the figures at which these shares will sell are calculat ed to make those who are familiar with the ceal trade wender whether the make these predictions are in their right minds.”

The Gold Drain from Europe. «The London Daily News, in its financial ar-

cle of ‘Tuesday, says:—‘‘A considerable quautity of American tills was offered in mar- ket yesterday, presumably to cover an early payment foriron already shipped. If gold continues to leave England and France to the same extent as it has lately done, it will soon become necessary to consider the possibility of a measure to stop the outflow. It will be time for England to consider what action to take when the French autherities make a move by directly or indirectly raising the premium on gold to such a point that the whole incidence of the United States demand will be thrown upon this country.” At New York the prevailing opinion is that nothing that can be done in London will prevent from $15,000,000 to $25,000,000 gold being sent to the States before the close of this year.

AccoRDING to a very absurd order recently issued by the American post office department every address of a letter must give the name of the State, or the abbreviation commonly in use therefor, or the letter will not be deliv- ered. Hereafter it will not do to address American correspondence simply to ‘‘New York, ‘‘Boston” or ‘*Philadel phia,” the reason given being that the names of the large cities

re sometimes also given to smaller places, for which the letters may possibly be intended. It is a stupid order, and being strongly de- nounced by the press of the United States, will probably be moditied. Meanwhile our readers will do well to bear it in mind and, in addressing American letters, aid the name of the State in all cases. —-.-—-*wenry - -

AN eight day’s retreat is now in progress at St. Dunstan's Cathedral. It is attended by the Catholic population of this city, who will, doubtless, be greatly benefitted by the instruc- tions received during the services. Mass is celebrated at seven o'clock each morning, and a benediction is given at seven o'clock in the evening. At each service the Rey. Father MeGilvray P. P., preaches eloquent sermons on subjects specially adapted for a Retreat. These sermons have not failed to make marked impressions on the large congre- gation: This morning—at the conclusion of his sermon—the Rev. gentleman adminis- tered the tutal abstinence pledge to not less than eight hundred of his hearers.

Brie Porato.—We were ‘shown to-day, by John Brecken, Esq., a large potato, of the McIntyre variety, raised by Charles Hynd- man, Esq., Brighton. It weighs 24 lbs; its girth being 11 inches, andfround its length it measured 244 inches. It was raised, we are informed, on land manured with gypsum.

Tur Sucar MaxKker.—-A Montreal des- patch says the sugar market appears still advancing. One of the city refineries has so many orders for granulated that sales have heen stopped for a couple of days or so. The other has put the price up to 9f cents to the wholesale trade. Yellow sugars which are at least ic. higher wholesale than yesterday are scarce. A considerable quantity of raw sugar, over 600 hogsheads probably, just been sold at full figures for the quality.
