On the Prairies it has been agreed that e belt 200 feet wide must be bought for con- struction of the road, In other parts of the country the width is 100 feet, and considerably less in mountainous areas.

The Provinces indicated they had been under the impression the Federal Government's offer to pay half the oost oi the higivwey would include the outlay for taming the necessary land.

This point of disagreement will have to be cleared up before the Federal Government sends pro- posed agreements to the Provin- ces.

The coniemce, which was oiuesd to the press and public, reached agreement on these other points.

l. The Federal Government and Provinces will share the cost of clearing the land through which the highway will run.

2. The width o! new pave- ment will be a. minimum in ninst places of from 22 to 24 feet.

3. Minimum width of old pavement which may be in- cluded in the highway will be 20 fcci.

4. Minimum shoulder for the highway will he five feet.

5. Thickness of the pave- nlent will be no less than three inches and will be con- structed oi asphalt or concrete. The question of a route for the

highway was not discussed at. the confcrcnce. Ii. will be up to the Provinces to arrange this am- ong themselves. The only in- tercst the Dominion has is that. the route shall be the shortest practical one.

No decision was reached st this niceting on the regulations which will govern trucking on the high- wny. particularly through some notional parks which prohibit rdnimcrcinl vehicles. One such pnrk is Banft.

For the last two days messages of greeting and good wishes have been coming to the old stone home from various parts of the world. It has taken much of his time answering them.

He expects to spend tomorrow making other replies.

Mr. King feels stronger now than at the time of his retire- ment a little more than a ycar ago.

He admitted in an interview to- day that he still feels restive, but said his hours of lcrisilre also have their measure of satisfaction.

"During the last 40 years, I often could spare my friends only five minutes; now I can have 30 minutes or more with them. It is an intense satisfaction. It is the measure of the relaxation I now enjoy"

Yet it isn't easy Lo retire and in :i ycar Mr. King has found that out.

The commission. in session here since Nov, 1, will resume next Jen. SO for the concluding stand. expected to take about two months, in its long inquiry into national transportation problems.

Tile argument at today's last sitting developed between the Province of Alberta and the Can- adlnn Pacific Railway over the railways’ controversial system of "agreed charges" on rates, which some of the Provinces want to have abolished.

Under lhe "nizrecrl charges" sys- tem, the railways give contractual lo\v rates to shippers who guar- antee a specified portion of their business to the carriers, and to- day Alberta counsel J. J_ Frawley declared this was unfair to small shippers.

OTTAWA. Dec. l6 —(GP) Government expenditures exceeded revenue by 555.473.2113 during Nov- ember. cutting down. as Finance Minister Abbott has predicted the large bildget-nry surplus for the first eight months of 1949-60 op- crzitlons.

The result was that Canada's budgetary surplus at; Nov 30 totalled &'>2$)9,855,391. compared with atbout $305,000,000 the month prev- ious.

The Government lins budgeted for a $90.000.000 surplus.

The Board joined with the Pro- vincial Government end leading shippers this week in protesting the present; plans for an 18 it. wharf driveway, and the Minis- ter's assurance was received by way of reply.

It is expected that this matter will also be pressed personally by Premier J. Waiter Jones and Mr. Ernest Reid, manager of the p35,- I. Potato Growers Association, who are now in Ottawa.

SDPIA. Dec. 16 __ tC P) - Traicho Kostov, former Bulgarian deputy premier sentenced to death for spying. was executed today- the Bulgarian news agency announced.

Kostov. 52_ was formerly secret- ary of the Bulgarian Communist Party's central committee. The re- port of his execution came less than 40 liours after his conviction and sentencing.

Kostov was said to have appeal- ed for clemency to the Iil-memiber prcsldlum oi the Grand National Assembly, Bulgaria's parliament. but to have been turned down. ‘The indictment accused Kostov of plotting against the present Bulgarian regime with the United States, British and Yugoslav intel- ligence services. It also alleged that he tried to arrest, and assas- sinate bile late Bulgarian Prime Minister, Georgi Dimltrov, and that he was instrumental in load- ing Yugoslav Premier Joseph Tito to power.

Kostov, short and bespectacled. pleaded guilty to anti-Russian act- ivities and “lack of vigilance’ in his official position. But he den- ied other charges. including one that he capttulated to Bulgarian fascists in 1942 spied for British intelligence and plotted with Yugoslav lenders to set ‘up an anti-Russian Balkan federation.

Earlier, delegates indicated Can- adian agriculture could absorb only a few more displaced persons in the future. But many farmers still wanted to hire experienced farm help from the British Isles.
