Sir Charles Tupper delivered his Budget Speech to-day, speaking for about two hours and a half. He first referred to the revenue expenditure for the fiscal year 1886- 87. He explained how an anticipated deficit of $400,000 had been changed into a surplus. He attributes it to increased duties re- ceived from extra iron imported in conse- quence of the increase of the iron tariff. He then revised his estimates for the current fiscal year, and explained that the short crop in Ontario last season and the shortage of the lumber cut, though an exceedingly dry sumimer, had checked. importation somewhat, and pro- duced a shortage in customs duties. His revised estimate of revenue for the year was $36,000,000. The expenditure, he thought, might reach $37,000,000, leaving a deficit of one million. This he proposed to make good in the next fiscal year. 1883. 89. For that fiscal year he estimated a revenue of $36,900,000, and an expenditure of one million less. Results would probably improve these estimates, as they were made on a_ strictly Conservative basis. With respect to the public debt he said the Government had borrowed £100,000 ster!- ing as a temporary loan. Since May the country had experienced financial stringency and three banks had ceased to transact business. He explained “how there had been an apparent falling off in saying bank deposits, caused, as he showed, ’by the order reducing the limit cf amount of de- posits. Several large deposits had been withdrawn in consequence, but they were placed in the chartered banks. The Post Office Savings Banks showed a healthy increase. The number of deposit- ors had increased in both some 13,000 during the year. He then referred to the effect of the readjustment of the iron duties made last session, and read a number of authorities, proving that the increased price of iron since then had been less than half tae increased duty while the production and use of Canadian iron had greatly increased. The development would have been much greater except for two reasons : the loading of the Canadian market with iron previous to the duty coming in force and the im- mense capital required to start iron works. Asto the tariff, he did not propose to amend that in any respect ; the fact was, he had not been asked to make any material change in the tariff. It proved how well pleased the peaple of Canada were with the tariff, that during the past year there had hardly been a remonstrance against it from any part of Oanada or from any interest,

Sir Charles concluded by pointing out that instead of seeking ridiculous and de- grading and disastrous relations with the United States, it would be better for us to imitate that great people and learn from them the lesson of how to build .up a _na- tion. Our own interests and our self re- spect, united in inspiring us to press for- ward in the cause we hid so well begun, and build up on the Northerg half of this contineat a country that would challenge the world’s respect and be a monument to al! time of a race of men endowed with instinct and abilities worthy of the great races from which they spring. (Loud and prolonged cheering. )

The Pope's Decree. Lonpon, April 27. The statement that the Pepe has issued a decree condemning the plan of campaigt; 1n Iceland is confirmed. His Holiness says he does so because he is convinced that the plan of campaign is illegal. He says he is aiso convinced that the land courts will reduce all unfair rents. Another circum-

stance that influenced him is the fact that funds are extorted from contributors of the plan, The Pope condemys boycotting a a practice contrary to justice and charity. The Nationalist members of Parliament ape somewhat agitated over the Pupe’s decree. They are eagerly conferring as to what steps are necessary in view of its appearance.

The Nationalists have determined to con- tinue the campaign in spite of the Papal decree. It is asserted that the movement will not suffer much from the necessary defection of priests who will undoubtedly continue to sympathize with the people, and that vacancies can easily be filled with laymen.

The Demurrer Dismissed. Quepec, April 27.

The Court of Qaeen’s Bench to-day dis- missed the demurrer to the indictment for libel of Mr, Creighton of the Toronto Em- pire, at the instance of Hon. Mr. Mercier. The Council for the defence will plead to the charge to-morrow.

Mr. Hawke's Punishment. Frepericron, N. B., April 28, Jno. T. Hawke, editor of the Moncton Transcript, was sentenced to-day to two months’ imprisonment and to pay a fine of $200 and further inprisonment in default of payment.

Nortuern Licut.— The Northern Light left Pictou at six o'clock this morning and arrived here at noon. -She had a miscellane- ous cargo and about fifty passengers. Among the latter were James E. Grant and wife, E. J. Hodgson, F. T. Newbery, B. D. Higgs Rev. W. B. King and a number of commercial missionaries and students whose names we did not learn. Lots of heavy ice reported ail the way across. The steamer will not leave on return until] Monday morning at six o'clock.
