Strained Relations Between British | and Natives of Gludad Bolivar.

Kixeston, Jamaica, July 19—The re- cent visit of the British crusier Alert to Cludad Bolivar to investigate the mur- der of; Vice Consul Lyall caused much commotion among the Venezuelans, which still continues, aud issure to breed friction. British subjects took advantage of the visit to represent to the captain of the Alert wrongs sustained at the hands of the Venezuelnns, and ask for relief. Cap tain Saville refused to interfere, referring the complaints to the British Coneul, which gave rise to considerable discontent. Relations -at present are most strained between the British residents and natives of Cludsd Bolivar, aud trouble is feared.

A great many boards noi before affiliat» ed have now done so and are eending delegates this year. Before the year closes Anunspolis, Glace Bay, Stellarton, West» ville, Antigonish, St. Peters, Arichat and Sackville, N. B., will be fully equipped with active boards.

Mostevery board reports progress, but a few boards do not keep up to the times and such towns sre not going ahead. The local press ofall the provincial towns has advocated the needs of every town having a live board of trade, and it ie no longer a doubt that that the commercial standing of & town is much higher where a board of tradeexists, Nothing shows the pros gressive spirit of a town more quickly.

It is to be hoped that any board vot yet affiliated willdo so in August next, and send their best men as delegates. Every local board should keep its work before the public both in the local and city papers. This last year such papers as the Canadian Grocer, Maritime Merchant, Canadian Trade Review, Monetary Times and such journals have beeu most anxious to get reports not only of the Maritime Board but of every local board. Last year some 23 live questions and subjects were ou theorder paper at St Jobo. This year’s ression prowises to be the most importantgune yet. Later on we hope to give a complete list of allthe boards of trade in the Maritime Provinces and aleo a list of the subjects to be presented for | cobpfideration.

The time has gone by when the board can be considered anything but body of business men who are asaociated together for the upbuilding of the prcv- inces by the sea, August will be a beautiful moath to visit Kentville, the yem of the noble county of Kings, and the rates of fare for delegates will be low as usval. A great many paper- have sigrified their intention of sending reporters, and in various ways the worid will hear something of what the live mer of our provinces are doing. Later on we will refertotbis again. Nova Scotia has some twenty-five boards, New Brunswick eight and Prince Edward Island three.

There are already nine vessels between Shavgbai and Woosung, besides eight off the native city, From the same scource it is annonuced that the British cruiser Terrible and four allied cruisers, the names of which are not given, are of Shan-Hai-Kwan, which is at the eastern end of the grest wall,to reconno‘tre and cover the landing of 15,000 Japanese troops.

' Sypxey, N.S W.,July 26.—Dr. Mac- donald, of Adelaide, who has had con~ siderable experience with bubonic plague, claims to have discovered a plague pro- phylactic, which is equally efficacious when swallowed as when hypodermically injected. Moreover, no fever follows the taking of the medicine internally. Dr. Macdonald and his colleagues bave suc- erssful experimented on themeelves.
