A Snow Storm and Frost Reported in tite West.

Cuicaco, Aug. 11.—Frosts are reported froin Northern Wisconsin, and even in the | suburbs of this city there was a light frost Thursday morning. The cold spell has done no damage to grain or vegetation. The propellor ‘‘ Menominee” is reported by her captain to have epcountered in the middle of Lake Michigan, Tuesday night, a thick cold cloud, which burst on the decks, cov- ering them with snow and slush six inches deep. For five minutes the atmosphere was like that of winter, but as the steamer was moving rapidly she soon came into a warmer temperature. .

Dear Sir,—It is currently reported in ‘the country that the Directors of the Old Bank of Prince Edward Island are backin jout from paying the seventy thouasan dollars which they promised to pay for ‘resumption in addition to their liabilities as Shareholders. They must have -con- sidered that they were legally and morally , bound to pay that for their neglect of duty ‘in managing the affairs,of the Bank be- fore they consented to do so. How then can they refuse to pay the same amount for the liquidation of the affairs of ° the |Bank? The fact is, depositors and share holders who have been injured by these | Directors should take immediate’ steps to make them pay the utmost farthing, A | great wrong has been committed, and who ‘is responsible for. it, if not the Directors |who were paid to do their duty. Public ,opinion must make these Directors feel ‘that they must toe the mark; and if they jhave no shame or common sense, the law ‘shqnuid be :plied to bear upon them. Ip. my opinion they are equally guilty with the Directors of the Glasgow Bank ; and \if neglect of duty is a legitimate cause of action against other ordinary inortals, why, I should like to ask, should poor men be called upon to loose their money in ‘this | concern througia the neglect aad ive jindifference of the Direstors of the Old ‘Bank, ver since the Bank suspended they were blowing cold and hot and back- ing and filling. No one outside them- selves and officials knew anything about what they were doing. Creditors have no means of knowing what the assets are ; if they call at the Bank information is equally meagre there; and | presume if they call at the court they will not find much satis- faction there. last eent from the estate of a fortunate in business, should be made to feel that they neglected their duty in look- ing after the affairs of the Bank ; and they have no right, if my information is correct, to back down from paying the fall liability.

I -hope, Mr. Editoz, you will be able to receive an explanation from these Directors as to the management of the-affairs of the Bank. The Directors have, at least, a right to mend up the affairs of Bank with: out incurring expenses that are likely to re- duce the dividend’ properly belonging to the creditors of the Bank. The expenses of the agent sent to Ottawa to secure légis- lation, and the expenses of Mr. Davies in England, will ao doubt be heavy, Why was not this entrasted to Mr. Brecken, and save expenses? What right have the Directors to shirk their duty in this mat- ter when they neglected their doty and allowed the Bank to go on to ruin? It would be interesting to the ereditors of the Bank to know what they have . been doing since the 28th of last November. How mapy firms did they compromise and settle with at a less rate than one hundred cents on the dollar?

I would suggest that depogitors of small amounts should meet and arrange about taking proper counsel at, once with a view of ascertaining to what extent the law can be made to bear upon the guilty institu- tion.

It is very unfair to Shareholders that these Directors should get clear with a Shareholders liability. Let justice be done though the heavens should fall.

P. S.—It is not generally known that the Directors have retained the services of several leading lawyers in Charlottetown, and perhaps all the lawyers, in order to prevent their services being used in bring- ing action against them.

I) Should Young Ladies Study Politics ?

Well, we rather think they should; at least the following incident shows that it comes handy once in a while to know some- thing about them. Amember of the Maine legislature had been courting an Augusta girl all winter, and had taken her to at- tend the sessions until she was well posted in the rules. On the last day of the sestion, as they came near the peanut stand by the door he said to her, * may L offer you my handful of peanuts!” She respond- ed promptly, ‘‘ I move to amend by omit- ting allafter the word ‘hand.’” He blush- ingly accepted the amendment, and they adopted it unanimously.

We read ‘that several persons who this year have been bitten by beautiful snakes have assumed their variegated colors, and people who have been slightly or nearly struck by lightning have this summer had pictures of trees, i ghtning forks, bushes and houses imprinted upon their bodies. A few more snakes and thunder storms ought to be sufficient to stock a fine museum,
